Computerisation of Pension Payment System

Description

Computerization of Pension Payment System in Manipur is about automating the whole process of payment of monthly pensions to Pensioners. The manual system of Pension payment followed in Manipur suffered from several procedural gaps and resultant leakages. The State Government ultimately contemplated to work for comprehensive reforms of the prevailing system and NIC Manipur was approached for taking up computerization activities in this sector. Process re-engineering was done and a new computerized system was developed and implemented. Major transformation in the process include (a) Complete abolishment in the preparation of monthly pension using bill forms (b) Direct payment of monthly pension to the pensioners’ bank account (c) Take digital photography (using web cam) and fingerprints (using biometrics) of the pensioner once in every 6 months in the computerized system and (d) Exclude pensioner from further payment unless the photograph and certificate is furnished once in every 6 months. System driven unprecedented control in the processing of pension bills was achieved leading to far reaching reforms in the Pension operations in the State. Clear classification of pensioners is now available and constant pressure on the Treasuries is considerably relieved. Pensioners no longer have to fill up bill forms on the basis of which pensions were drawn and accounts compiled.
