e-District Uttarakhand Objective/Description

e-District is one of the MMP under DeitY, Government of India. It aims at providing platform for electronic delivery of citizen services to the District administration to enable content development of G2C services, which would optimally leverage and utilize the three infrastructure pillars (SWAN/SDC/CSC) to deliver services to the citizen at his doorstep.
The automation of backend process and Digitally Signed Certificates has quickened and smoothened the process of service delivery to citizens. Processes have been simplified after doing the Government Process Re-engineering. Success theme Inspire Rural/Urban people to avail the e-Services. Implementation of Service Levels for the services to be delivered within RTS act time frames.
e-District Uttarakhand has adopted an integrated approach for delivery of citizen services by district administration through automation of the backend. e-District Uttarakhand is use to enabled the automation of workflow and internal processes of District Administration with seamless integration of various departments like Revenue, Employment, Social Welfare, Panchayati Raj & Urban Development etc.

Implementation Status:

Presently 28 online services are being delivered through 192 (at districts 13 , at tehsil 84 and at blocks 95) e-District Centers and 800 CSCs across the state. More than 15 Lakhs certificates issued.

Outcome/Impact: For Public:

Average disposal time per application has been reduced to 3 to 10 days from 10 to 30 days. For Transparency and accountability public is kept informed at all stages SMS intimation, Status tracking with Prompt & Clear status of application Others reports and drilldown dashboard for public audit.

For Government officers/office:

Process re-engineering is done to cut down the steps Efficient and easy disposal (No need to search file, all reports are available in one screen online and mobile)Ease of work & automated workflow based service.SMS alert and reminder about pendency Infusion of transparency and accountability in operations.

For State Nodal Office:

Drilldown Dashboards, Service wise/Centers wise/District/Tehsil/Block wise are available at state level officer login. Easy Supervision and pendency monitoring at any level and can take decision accordingly. Easy Management of services. Transformation brought in delivery of citizen services could be seen from the fact that more than 15 lakhs certificates (Total population of Uttarakhnad is about one crore) have been issued in short span of time. This project is of paramount importance to the State as it has helped in creating an electronic workflow system for the district administration and helps in providing efficient services through Common Service Centers (CSCs)/e-District centers established at Tehsil and village level CSCs (Devbhoomi Jan Seva Kendras) have been roped in to increase the reach of service delivery. System has been designed in such a way that it facilitate & motivate public servant for adopting electronic workflow with ease, it also facilitate the public for availing e-Services as it helps them to know the status of their application at any time.
