Panjeeyan project deals with the computerization of the Document registration work at Sub Registrar Office. Panjeeyan provides modules for Initial Enquiry for stamp duty evaluation, Cash Collection, Entry of Basic Data, Verification by RO, Scanning of registered Document, Digital Photo and Finger prints of 1st, 2nd Party along with Witness and modules for generating various MIS Reports and Searching of digitized documents. e-Stamping solution from Stock-holding Corporation of India has been integrated with e-Panjeeyan in a number of SROs to eliminate problems of manual stamp-paper purchase.
Sonitpur was taken up as the pilot district under sponsorship from DIT for the Registration project and e-Panjeeyan has been rolled out in all the four SROs in that district during May-October this year. It has also been implemented in all 75 Sub-Registrar Offices in the State. The Chief Minister was kind enough to inaugurate e-Panjeeyan at Jorhat on 3-11-07 in presence of Minister (Revenue). At other places also, Minister(Revenue) and/or other high-dignitaries inaugurated e-Panjeeyan.
e_panjeeyan has been able to effectively bring down the time taken to issue the original Sale Deed from about 10 years (in places like Guwahati) to a single day. It has won various awards like CSI-Nihilent Award 2010-11 and National e-Governance Gold Award under GPR category in 2012-13.
