e-Vidhan, Himachal Pradesh Legislative Assembly
The H.P. Legislative Assembly has become Indias first ever high-tech Paperless Assembly by launching e-Vidhan system and automating the process involved in working of House including various House Committees, its Secretariat and managing constituencies by respective Honble Members.
This is a joint effort of H.P. Legislative Assembly, MeitY, NIC and NICSI.
Paperless Assembly Sessions:
All documents related to the House are made available online to Honble Members through touch screens installed on their tables in the House and Mobile Apps.
All papers for laying in the House during Assembly Sessions are sent/received online from government departments using secure e-Vidhan website. No manual paper is received.
Timing of Honble Members in discussion is recorded digitally event wise and displayed on LEDs in the House.
During the session, there is a provision for sending e-Notes between Honble Speaker and Secretary, Vidhan Sabha. Similarly between Honble Ministers and concerned Secretaries.
E-Voting is possible using touch screens and displaying results immediately on touch screens and LEDs in the House.
The media persons may also view paper laid during sessions in the House using touch screens installed on their tables in the Media Gallery.
After laying in the House, papers are automatically made available on the official website.
Using a State-of-the-art software, the reporters of Vidhan Sabha record proceeding of the House as per the timings recorded digitally. The reporters may also re-play audio/video archives while recording verbatim.
During session, police verifies the entry pass by showing QR code before camera.
All departments send online requests to H.P. Vidhan Sabha for entry passes along with photographs. Entry passes are generated with QR Code, which is mandatory for police verification.
Using Digital Library, the documents laid in the House including previous record (such as debates, bills, Questions Replies, Speeches etc.) may be viewed and downloaded.
Paperless House Committees:
House Committees are connected online with all government departments so that all correspondence such as notices, questionnaires, replies by departments may be online.
The working of monthly meetings of the House Committees is also paperless.
It facilitates the MLAs for online supervision/management of public works, public grievances and institutions in their respective constituencies.
There is provision for e-interaction and efficient communication between the MLA and related departmental heads of departments in his/her constituency and the constituents.
