e District is a mission mode project under NeGP. The objective is to make available the Government services to the citizen nearer to their home. e District solution for Government of Kerala is designed and developed by NIC. URL of the portal is Kerala State IT Mission is the State Designated Agency to implement the project.
Common Service Centers (CSC) and online portal are the point of contact for the citizen to avail different department services. 45 services of different departments are implemented under the project. The services include 24 certificate services of the Revenue Department, Right to Information (RTI) services, end to end Grievance redressal, Revenue court cases, Forest Department Services, Payment services like electricity bill, water bill, BSNL phone bills, University payments etc.
The project has been rolled out in all the districts of Kerala. Under the project all Village Offices, Taluk Offices RDO Office and the Collectorate and other offices on board are connected over BB/KSWAN/NICNET. More than 2500 Akshaya centres are designated as CSC for service delivery. As on April 2016, more that 1.97 crores applications for certificates received are processed, and out of which around 90 are approved using digital signature certificates and delivered online. Around 1.21 crore unique user registrations are done which is more than 1/4th of the State population. The project is being used by around 10 thousand official users including CSCs and 32 thousand portal users. More than 3000 digital signatures are issued under the project to approving officers. The software is integrated with NDML payment gateway for online payments. eDistrict Kerala is a document issuer to Digital Locker under Digital India Programme. 14.7 lakhs documents are already pushed to the digital locker. Portal is also integrated with Aadhar (UID) database for authentication purpose. eDistrict Kerals is one of the largest open source eGovernance implementation in the country. Web technologies are used for the solution. The software is developed using J2EE technologies. Platforms include Spring framework, JBoss Application Server, PostgreSQL RDBMS, Hibernate, JasperReports etc.
Outcome / Impact
The citizen can apply for the services from any CSC / online portal and need not go to the government offices. Approachability of the citizen increases as more CSCs are in place than the number of offices. This result in reduction in the distance or no travel required for availing service. Applications can be filed in any CSC irrespective of the geographical location of the government office, thus saving the cost and time. As the CSCs run by entrepreneurs work beyond office hours, people can avail the service without losing wages for the day. Improvement in overall transparency leads to reduction in opportunities for corruption. The certificates are generated on the basis of verification report of the designated officials on the data entered by CSCs. Thus officers can save time and utilize the time for core activities. Receipts are issued to applicants where in the registration number and application numbers are printed for further access. SMS are sent to the applicant at each stage of processing and on approval. The workflow defined in eDistrict provides the facility to forward the applications from one office to another for inputs required for processing. Statistical reports are available for review. Dashboard introduced for monitoring. Administrative modules are available for assigning charges / privileges. Supervisory roles can monitor the office wise performance thus improving the performance of the offices. SLA is built into the system to monitor and comply with the citizen charter and ensures timely delivery of services. Online database verifications supports fool proof decision process. Inter operability across departmental databases are achieved by integrating databases of SSLC, ration card, driving license and election ID card through web services. Authentic verification from above databases are done by verifying officers and thereby saving time, paper and postage. The system works on first in first out (FIFO) basis for each type of certificate. If an application cannot be processed for genuine reasons, the same can be deferred and next one processed. The reason for deferring needs to be updated in the system and the same gets communicated to the applicant so that he can take corrective measures. This improves the transparency of the system and gets widely accepted.
