Extending SERVICES at the door step of citizens with minimal cost and with maximum ease is the main motto and objective of the eDistrict project. No one believed that the main certificates of the Government including caste,income,domicile, birth and death even handicap could be delivered online to the citizens right in the comfort of their homes or through a kiosk located in a remote village. ‘eDistrict, Uttar Pradesh’ has made it possible.The manual process for obtaining a certificate or a service from a government department was a Herculean task requiring multiple visits to the government office and standing in serpentine queues which was a huge waste of time and effort for the citizens. eDistrict, UP incorporated many technical and administrative innovations to overcome these issues. One such measure is that it ensures 100 electronic workflow of the service right from receipt of applications to the final delivery of service. Apart from this, digital signatures have been used for approval of application issuance of certificates. SLAs with escalation metrics have been deployed for government services for the first time.GPR has been carried at all levels to move from archaic rules to the modern technology based decision making, high focus has been laid on training and change management right at the district,tehsil block level of administration and PPP model has been used to provide sustainability.

Implementation Status

UP was the first state in the country to rollout 22 services in six pilot districts of the country.The project has now been extended to all the 75 districts of the state and services have been enhanced to 41. More than 6.25 crore digitally signed services/certificates have already been issued through the system which in itself speaks volumes of the quality of services being offered. 3 lakh people have availed the services online and mobile based applications have also been deployed enabling online request for applications. The disposal rate of the applications, within specified SLA, is around 92 and it shows the commitment on part of government and all concerned officials.

→ Facilitates the citizens to apply online by just accessing the eDistrict portal no need to visit any centre/ kiosk
→ The 100 electronic workflow ensures single point of interaction for the citizen.The citizen applies for service online or at the nearest CSC or designated eDistrict Centre and the Digitally Signed Certificates/Service are delivered from the CSC/eDistrict Centre or Internet.
→ Mandate given by the line departments for verification of citizen details based on electronic data. This has resulted in improved service levels (typically one-third time required now).
→ Certificates issued using digital signatures stamped and signed by the CSC/edistrict centre.
→ The status of application can be tracked by the citizen and the government officials through the portal and the escalation metrics ensures the adherence to the defined service levels for services.
→ Verification of Certificates over NET. Anyone can verify the authenticity of the certificates by providing the unique identification numbers printed on the certificate.
→ Service output like certificates are printed online embedded with photograph wherever necessary.
→ Role based access and dash boards for MIS reports at every level for better monitoring & control.
→ Integrated with payment gateways and a wallet system for CSCs/eDistrict operators
→ SMS alerts sent to the citizens at important events
→ Go Green Initiative as the complete automated process has made it almost paperless and reduced the infrastructural requirements for physical movement of documents.
