Goa Excise Management System (GEMS) Goa
GEMS is aimed to achieve good governance and paperless office using ICT Tools. It is an initiative of Department of Excise, Government of Goa. The project was entrusted to NIC Goa in October 2013; to develop an end-to-end solution for the business community. The main objectives of the project are: To develop a complete work flow based system to carry out the functions of the Goa Excise Department. To issue system generated NOC’s, Permits and Licences. To monitor online revenue collection. To minimize the interaction between the business community and the Department officials. To use Digital Signatures to the maximum extent possible so as to promote Green Office. To integrate with e-Challan Payment Gateway to provide online payment facility. Facilitates the dealer “Anywhere, Anytime Services”.Description:
In the GEMS work-flow based system, an applicant of the business community can apply online along with all the supporting documents for various services. The department official verifies the application and generates the e-Challan and sends it to the applicant electronically. The applicant makes payment either online or at the bank and uploads e-Receipt. The application then moves within the department electronically and culminates in the generation of the NOC, Permits etc. The hard copy of the same is signed by the authorized official and is issued to the applicant. The applicant has to visit the department only once to collect NOC/Permit etc. Digital Signature Certificate (DSC) Integration is under consideration to eliminate the one visit of the applicant. At every state the applicant gets an SMS alert about the status of the application. Implementation Status: Implemented since Feb 2015Outcome/Impact:
In the manual process it takes minimum 3 working days to process any application submitted by the dealer as the entire files has to come to head office from various excise stations. After deploying GEMS Application it takes only 1 to 2 hours to process.
