NIC e-Kranti NEGP 2 initiatives for Social Benefits to citizens Uttarakhand
DescriptionObjective/Description: The Union and state Governments implements many welfare schemes for Indian citizens. For efficient,timely and transparent service delivery of social benefits to beneficiary and his/her well-wishers, NIC Uttarakhand has arranged practical implementation of Digital India broad visions of Digital Infrastructure as a utility to every citizen,Governance and services on Demand and Digital Empowerment of citizens.
The experience of NIC Uttarakhand project team for automating welfare schemes suggests that the impact of Government citizen-centric services is visible only at the field-level in districts and at sub-districts levels. Moreover,introducing automation for citizen-centric services require developing adequate maturity levels for various levels of Government officials in a hierarchical setup. Accordingly,NIC Uttarakhand took up just one welfare scheme of Govt of Uttarakhand in FY 2011-12 when beneficiary data for Old Age Pension Scheme was processed and displayed online through http://ssp.uk.gov.in.Over the period and continuing with the bottoms-up approach, today in FY 2016-17 NIC Uttarakhand successfully implements
Implementation Status: The aforementioned portals currently manage 24 welfare schemes:-
- 7 Govt of India schemes of 1.Old Age Pension (OAP),2. Widow Pension (WP), 3. Disability Pension (DP) under National Social Assistance Programme (NSAP), 4-5. SC/ST Pre-Matric scholarships and 6-7. SC/ST Post-Matric scholarships
- 17 Govt of Uttarakhand schemes (from state budget) of 1.Old Age Pension,2.Widow Pension,3.Disabled Pension; 4.Kisan Pension Yojana (for marginal farmers),5.Shaadee Anudaan Yojana (One time grant for marriage of girls belonging to SC/ ST/BPL families), 6.Bimaaree Anudaan Yojana (One time grant to SC/ST/BPL families for treatment of illness),7.Bharan Poshan Anudaan Yojana (for disabled in the age group 5-18),8.Milan (an online database for lost-and-found mentally retarded women);9-10-11-12. Pre-Matric scholarships and 13-14-15-16. Post-Matric scholarships for SC/ ST/ OBC/ Minority students; 17.Gaura Devi Kanya Dhan Yojana (one-time grant in the form of Fixed Deposits for class 12th pass girl students belonging to SC/ ST/ BPL families). 5 schemes of 1.Teelu Rauteli Pension, 2.Parityaktata Naree Pension,3.Purohit Pension, 4.Bauna Pension and 5.scholarship to ex-servicemen children are to be added soon.
(1.) Sustained success covering most of the Digital India vision areas have been achieved,like: Electronic and cashless e-payments of social benefits are made directly into beneficiaries’bank accounts,instant citizen-centric services are made available in real time from online & mobile platforms, the services are seamlessly integrated across departments and jurisdictions, citizen entitlements are available on the cloud, universal accessible digital resources/services have been provided in Hindi, citizens can submit digital/scanned copies of documents/certificates. (2.) Using Government Process Reengineering (GPR), service delivery and departmental efficiency has increased significantly. (3.) The transparent workflow impacts almost 10-12 of state population directly as individual beneficiaries and almost four-fold as family units. (4.) The portals manage 20-25 of state annual budget. (5.) http://ssp.uk.gov.in (State Security Portal) has achieved Award of Excellence under CSI-Nihilent eGov Awards 2015,Skoch Order of Merit 2014 and ilets eGov award 2014.
