Capacity Building and Human Resources Development Training Scenario in NIC
NIC has been conducting training in key ICT areas, both at the Central Government and State Government level. Accordingly training facilities have been setup at NIC Headquarters (NIC Hq) and NIC State Centres. The district Centres also impart training as part of on-going projects. The training infra-structure has evolved over several years to cater to various requirements.
Conventional Training :
In the conventional training mode, training to limited number of participants, is offered in class-room mode, where participants and the faculty are physically together in the class-room. This mode requires faculty/participants to travel to class-room location and is also restricted to limited numbers of participants being trained. This is by far the best mode of training as it allows the student to interact with the faculty in the most natural manner, however this is very expensive due to per student cost of faculty and travelling involved.
Web Learning (Interwise Technology): The limitation of conventional scenario was overcome by Interwise Technology, whereby geographically dispersed participants and faculty can come together through web on individual desktops. This methodology also had limitations, as to the faculty, it brings in a kind of artificial class-room, which may become monotonous in nature as there is no student in front of him. All, he has on his desk, is the list of names/iconic representation of students. Conversation with the remote participant is dependent on the participants choice for setting up of a microphone.
Virtual Class Room (Video Conferencing and Interwise Technology): To overcome the deficiency of web learning and provide the effectiveness of conventional mode, Video Conferencing Technology was used to create a huge virtual class-room of geographically dispersed students interacting in real time with the faculty, with no constraints of audio and video sharing. This technology complimented with Interwise technology (for desktop sharing) can take care of huge number of people needing training in different areas.
Current Scenario: Keeping above in mind, several trainings were successfully conducted on Virtual Class-room mode. In the year 2008-09, approximately 82 programmes covering 1614 participants, were conducted in NIC across the country. The faculty was from In-house/NICSI empanelled agency.
Futuristic Approach : With VCR setup in place, training-infrastructure can be taken to new heights. Large number of participants can make use of this facility.
Reputed institutes/organisations, like IITs, IIMs, Sify etc, can also be brought into the picture for sharing their knowledge/experience as faculty for NIC in-house training, as the advantage gained will be much more with the Virtual Class-room setup, complimented with Interwise.
Broadly speaking participants can be divided into following categories
NIC Officers located in NIC Hqrs./State/District Centres
Users in different Central/State/District Government Ministries/Departments
Hired Manpower taken up for development/deployment/trainers training of projects in NIC Hqrs./NIC State Centres/NIC Districts Centres.
Students(IGNOU/DOEACC etc)/PSUs Employees
Training can also be divided into following categories
E-governance Initiatives like e-Governance Workshops for Government officers
Skill development Programmes like Computer Appreciation Programmes, ICT Tools for Information Management etc
Sectoral Development Programmes
Technology and Management Programmes for NIC Professionals
Training for operating an application, which is required to be implemented in Centre/State/District Government departments.
Training provided by these government departments to their own employees.
Educational Instituions like IGNOU/DOEACC or PSUs can also provide training to their students/employees.
Web Connect - The Integrated E-learning Solution
E-learning is commonly referred to the intentional use of networked information and communications technology in teaching and learning. As the letter e in the e-learning stands for the word electronic, e-learning would incorporate all educational activities that are carried out by individuals or groups working online or offline and synchronously or asynchronously via networked or stand alone computers and it is effective distance learning other electronic devices.
National Informatics Centre (NIC) has played a critical and definitive role in the implementation of the National eGovernance frameworks. User Adoption of these frameworks required percolation of such technology overcoming time or geographic constraints.
Realizing the growing need for more innovative methods for conducting seminars, trainings, and conferencing with desired operational efficiency, confidentiality, security and cost effectiveness, NIC has built an E-Learning Framework - WebConnect (IELS)
The WebConnect Services provides the infrastructure and the necessary e-learning tools, content & applications support for users in Ministries and Departments across India.
WebConnect IELS framework offers both Asynchronous mode (Learning Management System) & the Synchronous mode (Virtual Classroom) function amities to Trainers and Users as a single window interface. It allows Organizations an `on demand" and cost effective way of conducting Meetings, Conferencing, Trainings and collaborative discussions.
WebConnect Synchronous mode of e-learning - Virtual class room is a learning environment in which all aspects of an event are handled live through a single application. Virtual Classroom is a tool to hold meetings to encourage collaboration in different fields with participants from any location. As this solution is internet based it can also be used to conduct lectures, presentations, seminars etc from any location to its audience. NIC WebConnect is offering e-learning services in 5 different modes of communication and collaboration.
