  • Electoral Roll Management System (ERMS)
    • The Electoral Roll Management System (ERMS) enables the State Chief Electoral Office, Assam to maintain the complete Electoral Roll of the state in the standardized and uniform database as specified by the Election Commission of India .The ERMS developed by NIC, Assam in ASP.Net 3.5 and SQL Server 2005 comprises of the following modules: Porting of data –The module facilitates porting of existing data from Access database (19.5 GB) to subsequent tables of AC wise databases. Conversion of font to Unicode and Transliteration to English - To comply with the instructions of the Commission to have a bi-lingual database in all states the module facilitates conversion to Unicode compliant font using the encoding class of asp.net 3.5 and transliteration of Unicode converted data to English Summary Revision and Continuous Updation of Electoral Rolls – this module allows addition of new names to the Electoral Rolls (Form-6), deletion of existing names (Form-7), modification of existing names (Form-8) and Transposition of names within the same constituency (Form-8a) where an existing name in a polling station gets deleted and is added to a new polling station. Integration of Supplementary data with Mother Roll – this module integrates the supplementary data of summary revision and continuous updation with the existing Electoral Roll for publishing of final Electoral Roll. The Chief Electoral Office, Assam, on getting the go ahead from the Election Commission of India (ECI) started the process of Photo merging for electoral rolls in January 2012. Accordingly the Kamrup (metropolitan) district was first short listed for the launch of the pilot project which was also launched throughout the rest of the State in February 2012. As per the draft electoral rolls, at present, Assam has 1,85,62,143 voters and number of D-voters in the electoral rolls is 1,56,693. About 88.54 per cent of the 1,85,62,143 voters had submitted their photos along with the forms generated through the s/w to the election authorities. At present, approximately 80 percent of the photos have been merged statewise. The Photo Merging module developed in Asp Net 3.5 and Sql Server 2005 consists of : Electoral Details Form – Forms having individual elector data (except D-voters) were generated and distributed by the Booth Level Officers (BLOs) for collection of electors photographs. Photo upload – After collection of electoral details form along with the electors photographs the photographs are merged with the existing electoral roll database. Photographs are captured from the form using a webcam and the s/w resizes the captured photograph as per the ECI specification. The photographs are uploaded in binary format with size not more than 20KB Report for verification of uploaded photos Weekly report for monitoring progress of photo merging constituency wise.   • Teacher Database
    •  

      There was a request from Govt. of Assam to build up a database on all the teachers in the State. Teachers' Information was studied, designed and developed. Then the process of implementation has started in all the 23 districts of the State in Foxplus under Unixware and Foxpro under Windows Environment. The Database contains basic information about all provincialized and Government Schools of the State and teacher details of those schools. The software developed contained mainly four modules ? Data Entry, Data Editing , Checklist Generation & Report Generation.

      Data Entry Module contains the option of entering details about Education Block, Circle, Subdivision, Town, Panchayat, Village, Habitation, Schools , Teachers & other employees in the schools. The codes for all the code files were generated through the program including School codes and Teacher Codes.

      Data Editing Module contains the option of correcting schools and teachers data.

      Checklist generation module generates the printout of the data in the format in which it has come. The data is to be checked from these checklists and corrected if necessary.

      The Report Generation Module contains a few standard reports for Education Department.

      Following steps were followed to implement the system in all the districts :

      • Data Entry s/w has been distributed to all the districts for implementation.
      • Checklists programs were developed to print the data for checking and sent to all the districts.
      • Programs were developed for correction of schools data and teachers data.
      • A few programs were developed to merge the block wise data, Secondary data and Elementary data. The programs were extensively tested for Foxpro under Windows and Foxplus under Unix .
      • Data entry was completed for all the 23 districts of the State.
      • The whole data on Teachers database has been ported to MS-Access and submitted to the Office of Sarva Shiksha Abhijan Mission for generating reports. Data is also submitted to Directorate of Elementary Education.
      • Reports were generated with 10% out of total teachers data for all the districts and submitted to Education Dept . The Dept went for field verification of those teachers. Later it was informed that data was 99% correct.

      This is a major project where we have more than 2,00,000 teachers and other employees data for all Govt and Provincialised schools.

  • State Govt Employee Database
    • The Employee Database is built for the Employees of Government of Assam from twenty seven (27) districts of Assam. The complete Employee Database is published in the website wap.as.nic.in. The web application is developed in J2EE platform with the back end database kept in SQL Server 2000.

  • Employee Empowerment
    • The web enabled (G2E) Integrated Accounts Information System for North Eastern States developed in PHP and PostgreSQL has five modules, namely Payroll, Income tax, Leave, Tour Bill processing. There are separate levels of access for the SIOs of various NE States, the Drawing and Disbursing Officer (DDO) and general NIC employees(users).

      SDO Suite-(E-Governance solution for Subdivision Officers): The Subdivision is an important level of government hierarchy below the district and SDO-Suite takes care of various G2C services from the office of the Sub divisional Officer. This system helps in issuing varios certificates like Land sale Permission, Legal heir certificate, Issue of Passport Verification Certificate, Birth and Death Report, Non creamy layer certificate, Permanent Residential Certificate, Meeting Order. The SDO suite is implemented at present in three locations.

  • Land Records
    • The web-enabled Land Records Computerisation System, named Dharitree, an ISO/IEC 9126 and ISO 12007 standards certified software was started as a pilot project in the Sonitpur district of Assam under NeGP, Dharitree has been implemented in all the districts of Assam. It has also been taken up for implementation in the state of Meghalaya , and Nagaland. Dharitree takes care of Up-to-date maintenance of Land Records, Workflow based automated mutation system including automatic correction of Chitha and Jamabandi records through online mutation system, efficient online delivery of quality services (mutation, copy of Record-of-Rights , various land based certificates etc.) to the citizens, generating various MIS reports for faster decision making. Presently, site preparation , hardware & this project has been rolled out to 150 out of 174 circles of the state.

  • Election
    • Election Department, Govt. Of Assam requested NIC Assam to assist during the last Assembly Election and Parliament Election in all the 47 election districts of Assam. For randomly allocating polling personnel to various polling stations, a common randomization software developed by NIC Assam was used in all the districts. Necessary assistance was also given to CEO?s office in maintaining and modifying the website of the CEO Assam http://ceoassam.nic.in. NIC also developed a suitable computerized system to take care of the Affidavit management during filing of nominations by candidates in the last Assembly Election. NIC also developed necessary web-based systems for helping various district administrations in the last Panchayat Election especially during the counting phase.

  • Websites of various Government Departments and Institutions
    • NIC Assam pioneered the design and development of websites for the State government, district administration, universities, educational institutes, central government departments and other similar organizations. At present over 100 websites are hosted and maintained by NIC. Domain registration services, VPN accounts for secure FTP update of websites by customers are provided. E-mail accounts for government officials are provided for secure online correspondences within the government departments.

  • AISES ( All India School Education Survey)
    • Census Data received from Survey Officer had been broken into district wise village data and transmitted to all the districts. The software was received from NIC HQ and was shared with all districts. Users were created for all districts in the Survey Website and districts were given necessary guidance to update the website. Accordingly, they have updated the website. School Directory Creation work was done at the NIC, District Units. They were provided necessary guidance at any point of time. After receiving the school codes from the districts files were ported to MS-Access and Flash Statistics s/w was tested with actual code files. Flash data entry started in the month of Nov?04. Coordinated with data entry agency to solve different problem related to data entry. As SSO was transferred in Feb?04 the work of scrutiny was supervised by me time to time.Schedule data entry work started in the month of May?04 only and entry of valid forms were completed in the month of November?04. There were thousands of schedules with invalid codes in the forms which were entered after correcting the codes in the forms. Validation process also started for a number of districts while data entry was going on for another set of districts. Time to time checklists were submitted for a no. of districts. Statistical Assistants for Survey at the Directorate were trained on the procedure of correcting the checklists. Survey website was regularly updated. Hundreds of tables were generated , printed and finally data is sent to NCERT for National Level Tabulation within the target date.

  • e-Panjeeyan
    • Panjeeyan project deals with the computerization of the Document registration work at Sub Registrar Office. Panjeeyan provides modules for Initial Enquiry for stamp duty evaluation, Cash Collection, Entry of Basic Data, Verification by RO, Scanning of registered Document, Digital Photo and Finger prints of 1st, 2nd Party along with Witness and modules for generating various MIS Reports and Searching of digitized documents. e-Stamping solution from Stock-holding Corporation of India has been integrated with e-Panjeeyan in a number of SROs to eliminate problems of manual stamp-paper purchase.

      Sonitpur was taken up as the pilot district under sponsorship from DIT for the Registration project and e-Panjeeyan has been rolled out in all the four SROs in that district during May-October this year. It has also been implemented in all 75 Sub-Registrar Offices in the State. The Chief Minister was kind enough to inaugurate e-Panjeeyan at Jorhat on 3-11-07 in presence of Minister (Revenue). At other places also, Minister(Revenue) and/or other high-dignitaries inaugurated e-Panjeeyan.

      e_panjeeyan has been able to effectively bring down the time taken to issue the original Sale Deed from about 10 years (in places like Guwahati) to a single day. It has won various awards like CSI-Nihilent Award 2010-11 and National e-Governance Gold Award under GPR category in 2012-13.

  • Community Information Centres (CICs) of Assam
    •  

      The Community Information Centre project was formally inaugurated on August 17, 2002. The 218 Community Information Centres (CICs) of Assam had been functional for almost seven years. The biggest achievement of the CICs was that they made ICT penetration possible in rural Northeast including rural Assam. During this period, they primarily:

      • Organized basic ICT orientation training programmes
      • Functioned as rural Internet cafes
      • Functioned as rural DTP centres
      • Developed elementary web sites

      Another aspect which remains hidden from the public eye is the invaluable services that the CICs rendered for the State and Central Governments. They assisted practically in computerization of:

      • Election processes such as voter data entry, assistance in poll party randomisation and monitoring, online data entry for results monitoring, results analysis, etc.
      • National projects such as Below Poverty Level (BPL) data entry, National Rural Employment Guarantee Act (NREGA), etc.
      • Block Development Office activities and processes

      Assam CICs were comprehensively ahead of the other states in performance when compared to the entire Northeast including Sikkim. On their own they earned a total revenue of more than rupees two crores and managed to save almost rupees one-and-a-half crores. The following statistics given as percentage of the total of the Northeast proves the point:

      • Percentage of CICs in Assam : 44.9 %
      • Revenue earned by Assam CICs : 78 %
      • Savings of Assam CICs: 78 %
      • Persons trained by Assam CICs: 64 %
      • Persons who have visited Assam CICs: 62 %

      The NIC Assam State Centre in collaboration with NIC Headquarters monitored the functioning and status of each and every CIC during the seven-year period. A web-enabled software application developed by NIC enabled CICs and equipment-maintaining vendors to update the status of equipment on a regular basis so that non-functional equipment could be instantly identified and maintenance agencies directed to rectify them. This ensured almost zero downtime for the CICs as a whole.

      NIC also acted as the technical consultant for CICs helping the practically by providing technological inputs.

      CIC Achievement

      Thanks to the CICs, a large section of the rural population is now aware of the potential of ICT. They have also been trained in the basics of accessing and utilizing ICT services and facilities. Government officials at the block administration level have also been exposed to the potentials of ICT to a great extent due to the services provided by the CICs. The CICs have performed the crucial role of orienting the people towards ICT, and preparing the ground for more sophisticated ICT initiatives in the future.
