  • SMS based Grievance Monitoring System for Municipal Corporation
    • Earlier Grievances Monitoring System (GMS) is a facility extended for the benefit of citizens to lodge their Grievances at any of the eJan Sampark centres established by Chandigarh Administration for the convenience of citizens. Citizens can lodge grievances pertaining to any department of the Chandigarh administration. The department concerned is to redress the grievance within 10 days. Now, Municipal Corporation has launched GMS specifically for utility & public services such as Water Supply, Electrical, Health & Sanitation, etc. All the Grievances are directly forwarded to concerned Junior Engineer (JE) for needful. Once the Grievance is addressed, JE can update the status of the Grievances by sending one SMS. Applicant & higher authorities get the status of Grievance on SMS as well as ONLINE on website.

  • Network & Data Centre Monitoring System
    • The NDC Monitoring System is developed to manage the datacenter activities which are performed day by day. This is the system to manage Links and IP Address allocated in different projects (NICNET, SWAN, NKN etc) in Chandigarh Administration. In this system details of SERVERS, SWITHCES, LINKS, IPADDRESS, VENDERS and complaint registered against downed Link is keep for the purpose of report generation. The modules in this system are developed as, • IP Related • Server Related • Switches Related • Link Related • Data Center Related In addition to these modules some more automatic SMS/EMAIL send facility is given in the system. • At the time of Temperature entry, if the NDC temperature is more than 28C, an automatic SMS will release from the system to the NDC administrators. • When a link is down and at the time of complaint registration, email will send to NDC administrators.

  • Visitors Information System
    • Visitors Information System (VIS) is accessible through the Intranet Portal of Chandigarh Administration so that all security issues are taken care of. It is implemented at the reception of UT Secretariat to issue visitor passes and keep track of the visitors. Complete availability details of the employees of UT Secretariat is also maintained so passes are issued according to their availability status. In addition to it, employee details like department, designation, addresses, phones and emails address etc are also maintained.

      Visitors details are reflected on the screen of officers on the basis of the passes issued. Facilitates officers and officials to enter their availability in office so that if an officer or official is on leave, then the visitor is informed at the counter itself. There is also a facility for an officer or official to enter the list of expected visitors so that passes can be issued without confirming. A querying facility allows generating report of visitors, which can be in between two dates, department-wise, particular officer-wise etc.

      Impact of the project

      The process of issuing visitor passes has been simplified and is much faster. Availability status of officer/official is available at the reception which helps the visitor. Likewise, officer/official too is aware of his visitors and can plan and prepare accordingly. Various reports and searching assists in responding to day to day queries.

  • e-Jan Sampark Portal
    • Impact of the project

      "Services & Information accessible to the common man in his locality, throughout his life through a one-stop-shop ensuring efficiency, transparency & reliability to meet the basic needs of the common man."

      As the next logical step to eSampark Centres ? where transactional services were being provided, the Administration set up e-Jan-Sampark Centers, to dissemniate useful free information services to the citizens. Every Center supports multi service delivery (information delivery and non-transactional services) which is a judicious mix of all the possible government services and information and other localized services which are needed by a citizen.

      This initiative targets that the benefits of ICT reach the people without PC and internet connectivity and also saves their valuable time and money consumed in travelling to government offices.

      The type of services provided include

      • registration of grievances and applications seeking information under RTI relating to all departments at one place .
      • OPD appointment in government hospitals .
      • Sale of adhesive stamps and stamp papers .
      • All procedures and forms for all departments .
      • Education and Health related information services e.g availability of blood etc.
      • Inquiries relating to Passport status; Railway booking status, examination result etc .
      • Providing access to all Govt websites.

      These services are provided free of cost except when the citizen needs any print out, the same is available at a nominal cost per page of print out.

  • Grievances Monitoring System
    • Grievances Monitoring System (GMS) is a facility extended for the benefit of citizens to lodge their Grievances at any of the eJan Sampark centres established by Chandigarh Administration for the convenience of citizens. Citizens can lodge grievances pertaining to any department of the Chandigarh administration. The department concerned is to redress the grievance within 10 days. For this every department has appointed a nodal officer who will be the responsible person to look after the grievances concerning his/her department. Alongwith the grievance entries, the scanned copy of grievance and any of the supporting documents is also sent. This facilitates the nodal officer to process in a speedy way as the actual copy that is sent through courier reaches much later. After redressal of grievance, the reply is sent immediately to the complainant and the status is also updated on eJan Sampark portal.

      A central nodal officer has also been appointed, who monitors the overall status and takes necessary remedial action if any delay or problem is observed eg which all departments are regularly using it, how many grievances are received, disposed, pending, delayed and replied/filed by each and every department. Central nodal officer can provide the latest status at any stage and can escalate it to higher authorities in case any laxity is observed.

      Impact of the project

      This application has found a very favourable response from the citizens as many grievances have been lodged by them ever since it was started. It also saves them of the need to personally visit a department for lodging a grievance. Since, it is a work-flow based application the latest status is always reflected and senior officers can monitor it more efficiently.

  • Intranet Portal of Chandigarh Administration
    • Keeping in mind the similar requirement of various departments of Chandigarh Administration and the need to provide an environment where they could interact, the Intranet Portal of Chandigarh Administration was conceptualized. The portal harnesses content from across the various departments of Chandigarh Administration and provides a common information platform. Although, the primary driver for the development of this solution was the need to have a single point of access for various applications, this portal has now become the face of the Chandigarh Administration. It plies to the necessities of employees and provides a solution to deploy workflow based applications.

      In addition to providing intra-departmental and inter-departmental services at one place in a secure and reliable way, it has become an efficient monitoring tool also. Access to various applications is based on single login, as per assigned roles, and for valid domains only. It is also easy to maintain and manage the application and is highly scalable. As applications are more or less common across various departments, it is widely acceptable thus avoiding duplicity of efforts. For the benefit of employees, special emphasis has been laid on provisioning informative contents and various forms and procedures.

      The Portal is securely hosted in state of art Network Data Centre in a fault tolerant environment so that there is no downtime. Any new application is also accessible through the portal. Some of the applications accessible through the portal are Visitors Information System, File Monitoring System, Meeting Manager, Court Cases Monitoring System, Licence Fee Monitoring, Budget Information System etc.

      Impact of the project

      Since, the portal is available on 24*7 basis and is accessible from anywhere, it has generated a very large user base which is growing steadily. Any of the applications already available can easily be replicated for another department and can be easily scaled for new applications. Since, there is an effective role management, it is thus highly secure and robust.

      Currently twelve applications are deployed which are accessed by most of the departments of the Chandigarh Administration. Apart from it there is whole lot of information available which is of interest to the employees. Alert services are also very efficiently handled in the applications thus giving substance to the whole concept.

  • File Monitoring System
    • File Monitoring System (FMS) is a web-based application, which aims for having a proper monitoring on the flow of files in various Departments & Sub-departments of Chandigarh Administration. The need to have an Integrated FMS was felt because after diary and marking of the files, it was very difficult to trace the file. This way no official was sure of pending files, expected replies, files marked to him and the target dates for the replies. This is a centralised work-flow based application, which is accessible only through the Intranet Portal of Chandigarh Administration after the login and role of the user is authenticated. Many departments of Chandigarh Administration are using this application to manage and monitor their files. Most of the departments are either on LAN or have high-speed connectivity through Chandigarh SWAN, to access this application. It is a highly secure system with every concerned person having a proper login name and password for his own department/sub-department, so that nobody else is able to tamper with the data. The application also caters to file movement from/to departments where FMS is not running, by maintaining the links. Impact of the project It has resulted in very effective monitoring of files as every concerned user is sure of latest file status at his/her end. This makes the file flow very effective and speedy. Also, the people concerned are answerable for any negligence and delay on their part. Different types of reports-Date wise Diary List, File History, Category wise Diary list, Summary report and alerts like Pending status and those which are due also assists in monitoring and management. An effective search facility based on marked to, marked from and multiple options serves as a very important tool to mine through the voluminous contents.

  • Hospital OPD Appointment
    • Hospital OPD Appointment System is another welfare measure undertaken by Chandigarh Administration to make life of citizens simpler. A patient desirous of visiting the 2 main Government Hospitals can seek prior appointment (upto a fortnight) by visiting the nearest eJan Sampark or Gram Sampark centre. Based on the OPD schedule and slot availability the patient is given appointment and then at the scheduled time he can visit the hospital for treatment. He is thus saved of long and tiring efforts of standing in a queue awaiting his turn.

      The facility is subsequently going to be extended to other hospitals, polyclinics, clinics, dispensaries, laboratories etc and with additional facilities like getting prior appointments for lab tests, X-rays, new patients, bed availability, blood availability etc.

      Impact of the project

      It has come as a big relief for users, who already are patients, as it not only saves them in terms of time but also efforts and inconvenience that they go through. Hospitals too have a list of patients scheduled to visit OPD and can schedule accordingly.

  • Licence Fee Monitoring System
    • UT Administration, Chandigarh is having almost 16,000 government houses of different categories in various sectors of Chandigarh. The houses are allotted to employees of various departments of UT Administration, governments of Punjab/Haryana/Centre and Corporations on seniority basis.

      Calculation of rent is dependent on a number of conditions like whether employee is of state or of board/corporation, whether allottee has his own house in the tricity of Chandigarh, Panchkula and Mohali, occupied beyond the prescribed limit etc. The licence fee is deducted by the allottee?s department and treasuries book transfer it in the department?s account. But in case of transfers outside Chandigarh or death/retirement/suspension of allottee, the department does not deduct rent from the salary and it becomes the responsibility of individual to deposit the rent. Monitoring the rent status of a large number of allottees having different licence fees is a very time consuming and cumbersome process. Since, the process is ongoing, more and more cases are added daily which necessitated to have a computerized system.

      The application is accessible through the Intranet Portal and is accessible based on login and the assigned roles and is secure.

      Impact of the project

      It has resulted in making available online, upto date status of all the houses allotted/vacated. The complete rent record of rent assessed and paid is available. The salient features of this software are :

    • Connectiviy provided to all 20 courts by installing 50 systems and Printers connected to the 2 central servers
