Himachal Pradesh
The NIC Himachal Pradesh State Unit was established in the year 1988 and by 1989 all the twelve districts were covered including the two tribal districts of Kinnaur and Lahaul & Spiti. All the NIC District Centres have at least one NIC officer posted at each location. The ICT services are being provided to all the three wings of the Democracy - Administration, Judiciary and Assembly. The unit has provided support to the State Government by undertaking the development and implementation of a number of innovative eGovernance projects thereby making the Government reach the citizens at their door-steps.

Keeping in line with the technological advancements, the NIC State Unit has acquired state of the art IT infrastructure over the year. The services provided to the State Government departments have increased accordingly and can be grouped as following:

A number of eGovernance Projects have been developed and implemented by the State Centre, which have won accolades at National & International level. Since the inception of the National eGovernance Awards by the Department of Administrative Reforms & Public Grievances and DIT, GoI, the State Centre Projects have won 9 National eGovernance Awards. Presently, the NIC Himachal State Centre has set up the following infrastructure in the State:

  • High Speed Internet access through leased line.
  • I00 MBPS desktop connectivity over GB backbone.
  • Highly secure (Network is made highly secure using IPS, firewalls, ACL’s, VPN configuration)
  • Network has dedicated Antivirus server, patch Management server and a System Log server.
  • In addition to proxy, NAT services are also available.
  • The network is fully documented as per ISO requirements.
  • 45 Mbps leased line connectivity in HP Secretariat from BSNL (and 45 Mbps back-up line from PGCIL)
  • 2 Mbps leased line connectivity established in all NIC District Centres of Himachal Pradesh.
  • 2 Mbps leased line connectivity to the 14 DOP locations in Himachal Pradesh.

Video conferencing facility is presently available in all the districts of Himachal Pradesh and the facility is established at CM secretariat and CS office as well. The facility is being extended to the remote tribal sub-divisions of Pangi, Bharmour, Pooh and Kaza, Internet is also provided through DAMA VSAT in these tribal locations

NIC HP State Center has established a data center with 7 TB storage capacity. The databases and web applications are hosted on the SAN to provide high availability, quick scalability, efficient management & optimized utilization of resources. Presently, 6 servers are connected to SAN. Remote updation facility provided to users for sites hosted on SAN.

Websites: The official website of the Himachal Pradesh Government (http://himachal.nic.in) has been developed by NIC as a web-portal covering all aspects related to the Government of HP. Special emphasis has been laid on the E-Governance and G2C services aspect. This web portal has lot of static and dynamic information and links to government departments, corporations, boards, universities, agencies, autonomous and statutory bodies and districts of Himachal Pradesh. Apart from it, 80 websites of H.P. Government organisations etc. are managed in terms of improvement in design, up-gradation in functionality, hosting of contents as regular activity.

Examination Results Publishing: Examination results of 8th, 10th, 11th, 12th classes of regular, supplementary for about 4.5 lakh students of HP Education Board are published on Examination Results web portal every year. Apart from these results Entrance examination results and academic examination of HP University for various streams are published on results web portal throughout the year. HP Education Board Examination results are also available through IVRS and Touch Screen Kiosks.

Web-cast: Live web-cast and on demand web-cast for important events are done as and when required. Web cast of events is done through streaming media centre set up locally at NIC-HP State Centre in coordination with NIC-Hq media centre.

Websites Security Audit: Website security audit of static websites is done locally. Dynamic website security audit is presently done at NIC Hqrs. and coordinated from NIC-HP State Centre. As per the report of the audit, the respective cyber security measures are taken by concerned team at NIC-HP State Centre and process is on till the website gets the audit clearance. Website security audit of a new website request for hosting is done as per contents of a website before it is hosted on NIC web server. For earlier hosted websites, the website security audit process is on for various websites.
The NIC has established a Media Centre with facility to live web-casting on the World Wide Web, important events like Independence Day celebrations, State Budget presentation in Assembly, Republic Day Parade etc. The necessary HW & System SW has been installed for live web-cast of streaming audio-video.

Domain name: Domain name registration of .NIC.IN and .GOV.IN are coordinated between NIC-Hqrs. and requesting Government organisation in Himachal Pradesh.

Website Remote Publishing: Remote publishing of websites is coordinated and managed for various websites owners from their office location and hosted at NIC internet data centre at New Delhi. Remote publishing of websites is done through secured virtual private network.

  • vehicle MIS
    • A web application developed using MVC 2.0, Entity Framework 1.0 and J-Query 1.4.2 for management of offcial vehicle fleet of an office. The application captures Complete Vehicle details of all the Official vehicles at a single place (using Vahan database). Allows Attaching vehicles with Government Officers and Assigns Drivers to the Government Vehicles. Indents for filling Petrol/ Diesel from designated firms/petrol pumps can be issued and the Register of indents issued can be generated. Expenditure incurred on vehicles as per the expenditure vouchers submitted by Drivers can be booked and a List of vouchers for submission to treasury along-with HPTR 5 bill by concerned dealing assistant can be generated. Ledger of Advances issued to Drivers/Personal Staff of Officers can be mentained using the application. Also Monthly Abstract of each vehicle can be prepared. Expenditure incurred on vehicles can be monitored using various analytic reports.

    • Vahan and Sarathi are standardized software applications developed by NIC towards adopting standard data formats and software for vehicle registration and driving licenses so as to build a national register of vehicles and driving licenses and simultaneously provide e-services to citizens through various Regional/Assistant Regional Transport Offices (RTOs) located across the J&K. Vahan : Vahan is the software for processing the activities of the vehicle like issuance of Registration, fitness, permits of the vehicle and other related activities of the vehicle Sarathi: Sarathi is the software for issuance of Learner’s License, Driving License, Conductor License, Driving School License and other related activities. National Permits: It is a web based portal for issuance of the Authorization of plying of goods vehicle on all India basis

  • eTSP (Tribal Sub Plan)
    • The web based eTSP software is developed to ease the preparation of Plan Budget Estimates for the ITDP/ OTA/ MADAs planning units of Tribal Development. The Plan budget Estimates are entered by the field officials within the prescribed ceiling set by the State Tribal Developemnt Head office while preparing the Plan Budget Estimates. Based on the Consolidated Plan Budget Estimates entered by the field officials, a Tribal Sub Plan was submitted for the next financial year. These plan budget estimates were made available in the eBudget software under Tribal Development Demand. Thus, the repetitive work of entering the financial data at field level, headquarter level and then at the Finance department level was avoided.

  • Manav Sampada - A Green Governance Tool for Human Resource Management
    • Manav Sampada has its geographical reach throughout the state of Himachal Pradesh with its connectivity of all 146 departments/Boards/Corporations and 27,918 field offices having spread upto the Panchayat level. The linkages of Department of Personnel, Administrative Secretaries, Judicial officers and employees of, High Court and all Subordinate Courts, Head of the Departments, AG Office and All Government employees, Blocks and Panchayats extend the reach of Manav Sampada for micro level manpower planning at all levels. An actual spread of one department i.e Health department who are using the software is reproduced through GIS interface of the application. It is extending its services through Lokmitra (3246 Kendras situated in all Panchayat Head quater of the state), Sugam Centres (Situated in all 116 Tehsils).All employees of Government of Himachal Pradesh, Citizen of the state or outside the state can also have an access from any part of the world through Web.

  • HPNPS – (New Pension Scheme) Central Upload & Recording System
    • Government of Himachal has adopted the New pension Scheme. All the employees appointed after 15th May,2003 covered under this scheme. In July, 2010 government has signed the MOU with NSDL and adopted the centralized solution for sending contribution of employees to NSDL. Data of 44679 employees was sent to NSDL for soft copy registration. The HPNPS software is developed for Uploading and Recording the CPF data of the employees of HP State Govt. by their respective DTOs to central server and system generates the subscription file for DTA to sends the final data to NSDL. State Government employees can also check/view their CPF subscription sent by their DTO to NSDL.

  • LokPraman-Patra (Certificate Issuance System)
    • In order to facilitate the common man beside the officials of the Revenue department like Tehsildar, Naib Tensildar, SDM, ADM, ADC and DC , a computerised web based system known as ‘LokPraman-Patra’ (Certificate Issuance System) is developed by NIC Himachal Pradesh using ASP.NET and MSSQL 2005. LokPraman Patra Software used by Certificate issuance authorities of Himachal Pradesh for issuing the 14 types (Bonafide Himachali, Schedule Caste/Tribe, Ward of Freedom fighter, Dogra Class, Community Legal Heirs, Income, Other Backward Classes, Character Certificate, Backward Area, Rural Area, Agriculturist and Marriage Registration ) certificates. Currently LokPraman-Patra is running in more than 80 locations (Tehsils/Sub-Tehsils/Subdivisions) of 12 Districts of Himachal Pradesh. Following are the main features of LokPraman-Patra :- • Lokpraman-Patra through its simple interface facilitate the staff of the office to enter the certificate related details & photograph and get it approved from the concerned revenue department authorities like Tehsildar, Naib Tensildar, SDM, ADM, ADC and DC • Providing certificates in a pre-defined standard approved format • Common Service Centre (Lok Mitra Kendra) can provide the duplicate copy of such 9 types of certificate which were earlier issued by the revenue authority so that common man can avail the facilities at their doorsteps • To help carry various analytical studies by the individuals and Government organizations by providing the data instantaneously through various reporting modules

  • HALOMIS - House Allotment Management Infrmation System
    • The Director of Estates invites applications for allotment of Government accommodation from the desirous officers /officials. The directorate prepares the accommodation type wise priority list on the basis of the receipt of such applications. The priority list along with vacancy position is place before the allotment committee for further recommendation. After allotment of house, department issue the monthly rent demand regularly for recovery of licence fee to the Drawing & Disbursing Officer’s of the concerned allottees for affecting the recovery of licence fee from their pay bills and posting of such recovery in the individual accounts. To achieve this objective, web-based software has been developed by NIC using asp.net. Following are the main features of HALOMIS :- • Submission of Online application. • Estate officer checks the application online after receiving physical copy from HOD. • Reduced data entry of online applications received. • Facility to generate Priority List, employee can view application status online. • House allotment is done as per procedure and availability of house. • It facilitates the allotment of houses/servant qtrs/ garage. • Facility to generate DDO wise monthly Rent roll, DDO can download the demand raised by Estate office for deduction of License fee from monthly salary. • Linked with eSalary application to monitor monthly rent recovery by the DDO. • Downloadable forms, online availability of Priority List, Locality wise List of houses are available on departmental portal.

  • eKalyan - Welfare Pensions MIS.
    • eKalyan software has been developed by NIC Himachal Pradesh for computerisation of disbursement of Welfare Pensions. eKalyan caters to complete processing of following type of state pension schemes namely Old age, Widow, Handicapped, Lepors. Also following Central Pension schemes are covered namely IGNOAPS – Indira Gandhi National Old age Pension Scheme, IGNWPS – Indira Gandhi National Widow Pension Scheme and IGNDPS – Indira Gandhi National Disability Pension Scheme. Software provides facility for Application Processing, Waiting List Generation, Automatic substitution of Pensioners and pension disbursement through Bank Accounts, Money Orders and Post Office Saving Bank Accounts. eKAlyan software have been developed in VB.Net 2.5 using MSSQL Server 2000 RDBMS at the back end. This is Unicode compliant Client Server Based Application. Implementation Status: Software has been implemented in all districts of Himachal Pradesh. Pensions of around 2.7 Lac pensioners is being disbursed on Quarterly Basis through this software. Future Goals : Conversion from Client Server to Web based application.
