Manipur, literally meaning '"A jeweled land" nestles deep within a lush green corner of North East India. Surrounded by blue hills with an oval shaped valley at the centre, rich in art and tradition and surcharged with nature's pristine glory, Manipur lies on a melting pot of culture.

NIC was established in the year 1988 in Manipur with the opening of its State Centre at Imphal. In the year 1990, it opened its district offices, 8 in number at that time. Its 9th district centre i.e. Imphal East District was opened in the year 2000. NIC is widely known for its prompt services in the field of IT. It has been rendering its services as IT consultant, software developer, infrastructure provider and project implementer. The strength of NIC lies in its qualified professional all over the districts.

Manipur receives Prime Minister Awards for Excellence in Public Administration for the year 2007-08 Awards

Manipur has been conferred with the prestigious Prime Minister Awards for Excellence in Public Administration for the year 2007-08 award by the

DAR PG, Govt. of India

for the year 2009. The award was given in the category - National, for the project CPIS, developed by Manipur.

Manipur receives eNorth East Award 2012 Awards

Manipur has been conferred with the prestigious eNorth East Award 2012 award by the

North East Development Foundation (NEDF)

for the year 2012. The award was given in the category - Regional, for the project Computerisation of Pension Payment System, developed by Manipur.

  • CPIS(Computerised Personnel Information System)
    • The project is taken up in coordination with Finance Dept. Govt. of Manipur. The project covers all the offices under Govt. of Manipur and all the regular emplyees posted at these offices. The project is very successfully implemented in Manipur with support from Govt. of Manipur. It was awarded Prime Ministers Award for excellence in Administrative for the year 2008 and the award was conferred on 21st April 2009 at Bighyan Bhavan New Delhi by Vice President of India .

  • Energy Billing System (EBS), Manipur
    • EBS automates Electricity Billing and Revenue collection System and associated activities which are i) Creation & maintenance of consumers database ii) Entry of monthly meter readings iii) Generation of monthly bills iv) Bill payments and other receipts v) Generation of various reports and vi) Maintenance of electronic ledgers etc. The project started on a pilot basis in 2006. EBS is implemented in Imphal Electrical Division-I. Bills and Payment information for the consumers are available online. Process for rollout to the following 3 more divisions is underway.

  • Academic and Examination Processing System of Council of Higher Secondary Education, Manipur
    • The Council of Higher Secondary Educaiton, Manipur (COHSEM) conducts Class XI and Class XII examinations every year with each examination consisting of Main and Compartmental phases. ICT services were introduced at COHSEM for the first time in the year 2003 in an elementary way with Web publication of Roll Numbers of successful candidates of HSE (Class XII) Examination. Soon thereafter NIC Manipur embarked upon the task of developing software for a comprehensive examination results processing system and subsequently whole examination process of the HSE 2004 was computerized and the results published on Web. Since then the system has evolved and the whole process of enrolment, registration, examination application, results processing, issue of mark sheets, pass certificates, migration certificates etc. have now been automated.

  • Transport Computerisation, Manipur
    • At the core of the Transport Project are two applications called Vahan and Sarathi. These are workflow based standardised software applications developed by NIC HQ to meet the objectives of Ministry of Road Transport and Highways (MoRTH) towards adopting standard data formats and software for vehicle registration and driving licences for use at the various District Transport Offices (DTO) located across the country and simultaneously build a National Register (NR) of vehicles and driving licences for providing e-services to citizens, officials and law enforcing agencies throughout the country. Vahan is for processing all transactions related to vehicles registration while Sarathi is for issuance of driving licence and related activities. Vahan and Sarathi have been implemented in all the 6 DTO offices Imphal West, Imphal East, Thoubal, Kangpokpi, Bishnupur and Churachandpur. Registration Certificates (RC) and Driving Licences (DL) are issued in Smart Card form. The process of issue of National Permit for inter-state goods vehicles has also been computerized through a web based application wherein payments are strictly online or through e-challans. Vahan has been selected by state government as the application for Final Acceptance Testing (FAT) of the State Data Centre. 2 MBPS leased lines have been commissioned to 6 DTO offices for the purpose.

  • Computerisation of Pension Payment System
    • Computerization of Pension Payment System in Manipur is about automating the whole process of payment of monthly pensions to Pensioners. The manual system of Pension payment followed in Manipur suffered from several procedural gaps and resultant leakages. The State Government ultimately contemplated to work for comprehensive reforms of the prevailing system and NIC Manipur was approached for taking up computerization activities in this sector. Process re-engineering was done and a new computerized system was developed and implemented. Major transformation in the process include (a) Complete abolishment in the preparation of monthly pension using bill forms (b) Direct payment of monthly pension to the pensioners’ bank account (c) Take digital photography (using web cam) and fingerprints (using biometrics) of the pensioner once in every 6 months in the computerized system and (d) Exclude pensioner from further payment unless the photograph and certificate is furnished once in every 6 months. System driven unprecedented control in the processing of pension bills was achieved leading to far reaching reforms in the Pension operations in the State. Clear classification of pensioners is now available and constant pressure on the Treasuries is considerably relieved. Pensioners no longer have to fill up bill forms on the basis of which pensions were drawn and accounts compiled.
