Introduction:

Carved from the erstwhile State of Assam, Meghalaya became a full fledged State on January 21,1972. It is bounded on the North and East by Assam and on the South and West by Bangladesh. The State of Meghalaya covers an area of 22, 429 square kilometres, and lies between 20.1 N and 26.5 N latitude and 85.49 E and 92.52 E longitude. Meghalaya is one of the most beautiful states in the country. Nature has blessed her with abundant rainfall, sun-shine, virgin forests, high plateaus, tumbling waterfalls, crystal clear rivers, meandering streamlets and above all with sturdy, intelligent and hospitable people.

NIC Meghalaya was first established in 1988 in the basement of the Addl. Secretariat building and since that time it has left no stone unturned in rendering various ICT services to the state and Central Government offices located in Meghalaya. In the year 2003, NIC Meghalaya has shifted to its own building in the Secretariat Hill which also houses the IT Department of the State Government for synergies the activities together for the development of IT in the state and this building is providing all the ICT infrastructure and services with the latest state of the art technology.  

Besides having a well-established ICT centre at the state capital, NIC also has its presence in all district headquarters, Block headquarters and some Civil Sub-Divisions. These centres are manned with adequately qualified IT professionals and are well connected with state capital and rest of the rest world through high speed VSATs and lease line.

Infrastucture :

BackBone Communication

45 Mbps Lease Line (PGCIL) backbone between NIC Meghalaya and N.E INOC Centre at Guwahati, 45 Mbps Lease Line (BSNL) backbone between NIC Meghalaya and NE INOC Centre at Guwahati, 2 Mbps Lease Line connecting Shillong with all NIC District Hqrs. From BSNL. SCPC (DAMA) for Data, Voice and Video-conferencing at all District Hqtr., CM Office, NIC State Centre etc. DirectWay VSAT installed at seven District Hqtr

  • NOC & DATA CENTRE : A full-fledged state-of-the-art NOC & Data centre that operates on 24x7 online mode has been setup and is operational. The capacity of the Storage Area Network (SAN) is 4 Tera Bytes. The centre also includes the SecureNet Servers, Pix firewall, Anti-virus, NAT Servers, STM1, etc.
  • Optical Fiber Cable (OFC): Main Secretariat, Addl. Secretariat, Yojana Bhavan, 3rd Secretariat, New Administrative Building, Horse Shoe Building, Taxation Building, PHED and NIC Building are interconnected via Optical Fiber Cable (OFC)..
  • Wireless /RF Links: 80 office buildings in and around the city are connected by Wireless/ Radio Frequency links.
  • Wi-fi LAN: A wireless LAN of 100 Nodes capacity has been installed in the Yojana Bhavan.
  • Lease Line Connection of 2 mbps: Taxation Department, Agriculture Department, Commissioner of Transport, Animal Husbandry & Vety. Dept., Directorate of Educational Research & Training (DERT), ITI, General Post Office, NEC and Census Operation has been connected using 2 mbps lease line.
  • LAN: About 2000 nodes in the (Main Secretariat, Addl. Secretariat and Third Secretariat, New Administrative Bldg and Horse Shoe Building, etc.) has been connected to the LAN with e-mail and internet connectivity.
  • Dial-Up: ISDN dial-up connectivity with a capacity of 30 hunting lines for Internet, Email etc. has been set up to the offices not covered by Wireless/RF links and to residences of senior officers of the state government.
  • Email: Approximately about 500 email accounts under NICNET domain have been created for government officials and departments

 Videoconferencing Services:

Video Conferencing facilities has been set up and commissioned at NIC State Centre, Yojana Bhavan, NEC Secretariat and all District Hqrs. NIC State Centre also has a video phone and IP phone installed. EVCS System has also been set up and implemented in the Office chamber of the Chief Secretary

Capacity Building and ICT Training

A Training Centre with two Lecture Halls having a capacity of 40 (forty) people and Computer Lab with twenty numbers of computer has been set up at NIC State Centre. Trainings were imparted on various application software to state and central government employees. Trainings programmes were held every month on various windows and Office Productivity Tools (Basic).Workshop and Conference/ Seminar were held from time to time in collaboration with Finance department, Taxation Department, Agriculture Department, IT Deptt., Arts & Culture, PHED, etc..CAPES (Computer Aided Paperless Examination System) exam is conducted regularly for the state government employees after the completion of the computer training undergone by them. Professional Training programmes were also were conducted in collaboration with Oracle, Microsoft, Sun Microsystem, Red Hat Linux, etc for updating the skill set of NIC personnel

Web Services

NIC is providing web services to the various Government Ministries / Departments /Organisations / Institutions as well as State Government Departments and District Administrations. The primary domain for hosting the government websites is '.GOV.IN'. However, support is also provided for hosting the websites in other domains. NIC, Meghalaya State Centre has designed/developed a number of websites for the state and central government departments/organisations which is being hosted at NIC, Hqrs. New Delhi. About 75 websites have been designed and developed by NIC, Meghalaya.

  • State Portal Project
    • State Portal is a Mission Mode Project under the National E-Governance Plan being implemented by NIC, State Centre. The objective behind the Portal is to provide a single window 'Any Time, Any Where' access to the information and services of various departments at all levels of governance for the Citizens and Business. The Portal provides comprehensive, accurate and reliable and one stop source of information about Meghalaya and its various facets.   • PLASMA
    • PLASMA or Personnel Leave and Salary Management Application, is an application designed by NIC, Meghalaya State Centre with the prime objective to create an employee database of all the government employees of the state of Meghalaya as well as to have a standard application software for the preparation of the monthly salaries of the various departments. The s/w application consists mainly of three modules namely: Employee Database, Payroll/Salary Processing, Leave Management Application.

  • Co-operative Core Banking Solutions (CCBS)
    • NIC has developed a Co-operative Core Banking Solution which accommodates the requirements of all State Cooperative Banks (SCBs), District Central Co-operative Banks (DCCBs), and Primary Agricultural Co-operative Societies (PACS). CCBS is a browser based application with central database repository and provide solution for all types of banking activities viz. Saving Accnt, Term Deposit (FD/RD), Loan, Agriculture products, Govt. sponspored schemes, ATM, RTGS, NEFT, Alert SMS, etc.. Around 18 branched of MCAB, CCBS have been implemented which is including the MCAB, Shillong Main Branch. Implementation of the system in 28 other branches is being taken up.

  • Computerisation of Shillong Municipal Board
    • The computerization of Shillong Municipal Board at present encompasses Property Tax, Online Complaint Monitoring System and Birth & Death Registration. The PATP module is being revamped in order to facilitate online submission of Assessment of Property Tax. The Birth and Death registration module registers births and deaths and generates various certificates. Development of Online registration of Births is now in progress. Online Complaint Monitoring System is an SMS based application that enables citizens to register grievances online and check the status of their grievances. A Double Entry Accrual Accounting application has been developed which conforms to the norms prescribed by the Meghalaya State Municipal Accounting Manual.

  • Meghalaya PGRAMS
    • MegPGRAMS (Public Grievance Redressal & Monitoring System) is a web based application which facilitates Department /Directorate /Deputy Commissioners to receive grievances lodged, forwarding to concerned department /directorate for redressal and promotes easy monitoring of grievances received online / offline or received through the call centre of the Meghalaya Integrated Information Services MII. The objectives of MEGPGRAMS are to facilitate the following: -Online Registration of public grievances by citizens -Online forwarding by the nodal officers -Efficient & Speedy redress of public grievances -Better management of redressal process through the integrated Database

  • Land Registration Computerisation
    • The objectives of the Meghalaya Land Registration application are: - to improve quality of services through reduction on delivery time period of registered document. -Paperless & hassle free operation. -Robust system to cater to the registration process. -Enhance transparency and accountability in the system. -Centralization of database. The software system broadly facilitates the users in performing the following activities: -Data Entry/Edit of all the deed details, member's details as well as property details. -Uploading members images/Scanned supporting documents relevant to the registration process into database. -Calculation of Stamp Duty to be levied on a document. -Calculation of Registration Fee for registering a document. -Scan and upload registered deed into database. -Search/Issue NEC. -View/Print Fee Book report. -Data Entry/View/Edit Objection against a particular land. Data entry of legacy data for the past 12 years, that is, since 1998 till 2010 has been completed.

  • Employment Exchange Portal
    • NIC on the request of the Department of Labour, Government of Meghalaya, has designed and developed a web enabled employment exchange portal for all the Employment Exchanges. The web portal includes the following modules: Registration of job-seekers Backlog data-entry of jobseekers Registration of employers Booking of vacancy Generation of submission list and Various EMI reports. It has been implemented in most of the employment exchanges in Meghalaya, which is having 10 District Employment Exchanges and 2 Sub Divisional Employment Exchanges.

  • Energy Billing System
    • The Energy Billing System is a workflow based solution customised and implemented for the Meghalaya State Energy Corporation Ltd. (MeECL). The system is a web-enable application used for monitoring the revenue collection of the energy consumed by the consumers. A three tier security feature has been incorporated in the software to make it more versatile and robust. The system is user friendly and GUI based menu driven system which is easy to install, configure and maintain. Certain features like timely automatic backup, log book maintenance and registering of audit table for important activities are available in the system.

  • File Tracking System
    • File Tracking System (FTS) is a web based application to monitor the pendency of receipts and files and assist in their easy tracking. It is an integrated package which has features right from diarizing of receipts/files, updating its status, opening of new files, tracking the movement of the files, dispatch of letters/files and finally records management. The software has been rolled out and implemented in 18 government departments.

  • TreasuryNET
    • TreasuryNET is a web-enabled application that takes care of all the activities and transaction in the District treasury. It is web-enabled application designed on a 3-tier architecture with PHP on the client-end and DB2/Postgres Sql at the back-end RDBMS running on Linux O/S. TreasuryNET works on a distributed architecture in which the local server housed the application and data and users can access the server from a number of clients within the Treasuries and sub-treasuries. TreasuryNET has been implemented on a workflow concept where the data (information) flow from the lower level (Counter) to a higher level (Treasury Officer) which has different roles to access the data. The main objective of the application is to take up the online computerization of the Treasury activities and expedite and transfer of the data received at the Treasury level to the Directorate level in order to supervise and monitor the financial position of the state at the secretariat level. The system is also designed to provide up-to-date Receipt and Expenditure of each department/DDO and also facilitate effective Budget control at the level of Treasuries. TreasuryNET has been implemented in all District Treasuries and Sub-Treasuries in Meghalaya.
