Introduction:

Carved from the erstwhile State of Assam, Meghalaya became a full fledged State on January 21,1972. It is bounded on the North and East by Assam and on the South and West by Bangladesh. The State of Meghalaya covers an area of 22, 429 square kilometres, and lies between 20.1 N and 26.5 N latitude and 85.49 E and 92.52 E longitude. Meghalaya is one of the most beautiful states in the country. Nature has blessed her with abundant rainfall, sun-shine, virgin forests, high plateaus, tumbling waterfalls, crystal clear rivers, meandering streamlets and above all with sturdy, intelligent and hospitable people.

NIC Meghalaya was first established in 1988 in the basement of the Addl. Secretariat building and since that time it has left no stone unturned in rendering various ICT services to the state and Central Government offices located in Meghalaya. In the year 2003, NIC Meghalaya has shifted to its own building in the Secretariat Hill which also houses the IT Department of the State Government for synergies the activities together for the development of IT in the state and this building is providing all the ICT infrastructure and services with the latest state of the art technology.  

Besides having a well-established ICT centre at the state capital, NIC also has its presence in all district headquarters, Block headquarters and some Civil Sub-Divisions. These centres are manned with adequately qualified IT professionals and are well connected with state capital and rest of the rest world through high speed VSATs and lease line.

Infrastucture :

BackBone Communication

45 Mbps Lease Line (PGCIL) backbone between NIC Meghalaya and N.E INOC Centre at Guwahati, 45 Mbps Lease Line (BSNL) backbone between NIC Meghalaya and NE INOC Centre at Guwahati, 2 Mbps Lease Line connecting Shillong with all NIC District Hqrs. From BSNL. SCPC (DAMA) for Data, Voice and Video-conferencing at all District Hqtr., CM Office, NIC State Centre etc. DirectWay VSAT installed at seven District Hqtr

  • NOC & DATA CENTRE : A full-fledged state-of-the-art NOC & Data centre that operates on 24x7 online mode has been setup and is operational. The capacity of the Storage Area Network (SAN) is 4 Tera Bytes. The centre also includes the SecureNet Servers, Pix firewall, Anti-virus, NAT Servers, STM1, etc.
  • Optical Fiber Cable (OFC): Main Secretariat, Addl. Secretariat, Yojana Bhavan, 3rd Secretariat, New Administrative Building, Horse Shoe Building, Taxation Building, PHED and NIC Building are interconnected via Optical Fiber Cable (OFC)..
  • Wireless /RF Links: 80 office buildings in and around the city are connected by Wireless/ Radio Frequency links.
  • Wi-fi LAN: A wireless LAN of 100 Nodes capacity has been installed in the Yojana Bhavan.
  • Lease Line Connection of 2 mbps: Taxation Department, Agriculture Department, Commissioner of Transport, Animal Husbandry & Vety. Dept., Directorate of Educational Research & Training (DERT), ITI, General Post Office, NEC and Census Operation has been connected using 2 mbps lease line.
  • LAN: About 2000 nodes in the (Main Secretariat, Addl. Secretariat and Third Secretariat, New Administrative Bldg and Horse Shoe Building, etc.) has been connected to the LAN with e-mail and internet connectivity.
  • Dial-Up: ISDN dial-up connectivity with a capacity of 30 hunting lines for Internet, Email etc. has been set up to the offices not covered by Wireless/RF links and to residences of senior officers of the state government.
  • Email: Approximately about 500 email accounts under NICNET domain have been created for government officials and departments

 Videoconferencing Services:

Video Conferencing facilities has been set up and commissioned at NIC State Centre, Yojana Bhavan, NEC Secretariat and all District Hqrs. NIC State Centre also has a video phone and IP phone installed. EVCS System has also been set up and implemented in the Office chamber of the Chief Secretary

Capacity Building and ICT Training

A Training Centre with two Lecture Halls having a capacity of 40 (forty) people and Computer Lab with twenty numbers of computer has been set up at NIC State Centre. Trainings were imparted on various application software to state and central government employees. Trainings programmes were held every month on various windows and Office Productivity Tools (Basic).Workshop and Conference/ Seminar were held from time to time in collaboration with Finance department, Taxation Department, Agriculture Department, IT Deptt., Arts & Culture, PHED, etc..CAPES (Computer Aided Paperless Examination System) exam is conducted regularly for the state government employees after the completion of the computer training undergone by them. Professional Training programmes were also were conducted in collaboration with Oracle, Microsoft, Sun Microsystem, Red Hat Linux, etc for updating the skill set of NIC personnel

Web Services

NIC is providing web services to the various Government Ministries / Departments /Organisations / Institutions as well as State Government Departments and District Administrations. The primary domain for hosting the government websites is '.GOV.IN'. However, support is also provided for hosting the websites in other domains. NIC, Meghalaya State Centre has designed/developed a number of websites for the state and central government departments/organisations which is being hosted at NIC, Hqrs. New Delhi. About 75 websites have been designed and developed by NIC, Meghalaya.

  • E-Granthalaya
    • E-Granthalaya is a library automation software developed by NIC Library and Information Systems Division. The software has been designed keeping in view the requirements of special and government libraries. The software contains various modules like Administration, Acquisition of Books, Cataloguing of Books, Circulation, Serials Control, Articles Indexing, Budgets Controls, OPAC etc. Implemented at: State Central Library Shillong and other District Libraries in Meghalaya

  • Computerisation of Meghalaya Public Service Commission
    • The application has been developed to cater to the needs of Pre and Post Examination processes of the Meghalaya Public Service Commission (MPSC) which includes activities like processing of Application Forms, assigning unique Application Code to applicants, retrieval of eligible candidates from the database, issuing of intimation letters, admit cards etc to the eligible applicants. Online Registration for applying various examinations conducted by the Commission is being implemented. In this new system, the candidates have the liberty to make payment either by internet banking or credit card or make payment directly at the bank.

  • Integrated Financial Management System
    • IFMS is a web based application which hosts the Financial data of various government departments facilitating effective financial administration and financial management. The application is also designed to display various financial reports which are related to Drawing & Disbursing Officers (DDOs), Heads of Departments (HODs), Administrative departments in general and Finance department in particular. The basic characteristic of an IFMS is to have a standard data classification used for recording the financial transaction, common processes used for processing such transaction, and internal control of data and elimination of duplicity of data.

  • VAHAN & SARATHI
    • VAHAN is application software which caters to all the requirements for registration of any vehicle. Activities covered are : (i) Calculation of Fees and Tax for private and commercial vehicles (ii) Vehicle Registration for private and commercial vehicles (iii) Fitness Test for commercial vehicles (iv) Other vehicle Transactions such Transfer, Conversion, Alteration, etc (v) Also an Online Dealer point registration where dealer can registered the new vehicle purchase by the customer directly from the dealer's premises to the DTO Server. (vi) Online payment of road tax also have been implemented. SARATHI software has been implemented to issue computerized Learner License, Permanent Driving License, Conductor License and Driving School license to the citizens. The photograph, signature and thumb impression of the applicants are registered/recorded in the System on the spot while obtaining Driving Licence.

  • VAT Computerisation
    • VAT Computerisation has been implemented in Meghalaya w.e.f. April 2005. The application is a web-based MIS developed in Oracle platform using Oracle 10g database and deployed and published using Oracle 10g Application Server. The following modules have been implemented: i. Registration of Dealers ii. Payment of Challans iii. Way-Bills Administration iv. Transit Pass & Transit Documents v. Declaration Form (C-Forms) The online citizen centric services that have been designed, developed and implemented are: -Online Payment of Taxes (e-Payment) -Online Request for Way-bills (e-Waybills) -Online Registration of Dealers (e-Registration) -Online filing of Returns (e-Returns) -Online Application form for CST (e-CST) -Online Dealer Search -Various MIS Reports

  • e-Hospital
    • e-Hospital@NIC, a Hospital Management System is a patient centric & a generic application software, specifically meant for the hospitals in Government Sectors with its main objectives being to provide a mechanism to access the patient records and to have an efficient system to manage the Patient Information.

      HMS has the following features:
      User-designated security level,
      Single sign on and advanced security features,
      Ability to develop and use standard operating procedures,
      Facility management reports,
      Ward management,
      Investigations,
      Laboratory services,
      Blood Bank,
      Operation Theatres,
      ICUs,
      Financial Management,
      Medical Records Management, Nursing Management.

      It is being implemented at Ganesh Das Hospital and extended to the district hospitals of Shillong, Nongpoh, Nongstoin, Tura & Williamnagar.

  • e-Procurement
    • NIC eProcurement solution, GePNIC which catered to the procurement/ tendering requirements of the Government is being implemented in the State as well as Central Govt. Offices in Meghalaya. The solution is generic in nature and can easily be adopted for all kinds of procurement activities such as Goods, Services & Works, by Government offices. It aims at transparency and non discrimination amongst bidders, by allowing free access to tender documents, clarifications, secure on line bid submission and access to bid opening event to all, from any place on 24X7 basis, using the system through Internet, in a faster, and secure environment adopting industry standard open technologies.

  • State Portal Project
    • State Portal is a Mission Mode Project under the National E-Governance Plan being implemented by NIC, State Centre. The objective behind the Portal is to provide a single window 'Any Time, Any Where' access to the information and services of various departments at all levels of governance for the Citizens and Business. The Portal provides comprehensive, accurate and reliable and one stop source of information about Meghalaya and its various facets.   • PLASMA
    • PLASMA or Personnel Leave and Salary Management Application, is an application designed by NIC, Meghalaya State Centre with the prime objective to create an employee database of all the government employees of the state of Meghalaya as well as to have a standard application software for the preparation of the monthly salaries of the various departments. The s/w application consists mainly of three modules namely: Employee Database, Payroll/Salary Processing, Leave Management Application.

  • Co-operative Core Banking Solutions (CCBS)
    • NIC has developed a Co-operative Core Banking Solution which accommodates the requirements of all State Cooperative Banks (SCBs), District Central Co-operative Banks (DCCBs), and Primary Agricultural Co-operative Societies (PACS). CCBS is a browser based application with central database repository and provide solution for all types of banking activities viz. Saving Accnt, Term Deposit (FD/RD), Loan, Agriculture products, Govt. sponspored schemes, ATM, RTGS, NEFT, Alert SMS, etc.. Around 18 branched of MCAB, CCBS have been implemented which is including the MCAB, Shillong Main Branch. Implementation of the system in 28 other branches is being taken up.
