e-Procurement:

  • Inspired by the successful rollout of e-Procurement in Govt of Orissa, Mahanadi Coalfields Limited, a Mini Ratna Govt of India company under the Coal India Limited approached NIC to provide them a complete e-Procurement solution including online technical evaluation. System study was carried out by NIC Orissa and a gap analysis was carried out with the help of a consultant of Earnst  & Young. Knowledge transfer was done by NIC Orissa to development team based at Chennai. The pilot was launched at Mahanadi Coalfields Limited headquarters at Sambalpur on 15th August 2009 with the hosting of 3 tenders. MCL live server has been hosted in Orissa Data Centre. As on date about 60 tenders have been hosted by MCL for works and services. Development is going on to add goods module. An MOU has been signed with MCL to provide them e-procurement services for the coming five years.

  • Due to success achieved in Orissa in hosting PMGSY tenders of Rural Development Department, Ministry of Rural Development, Government of India has entrusted NIC to replicate this project in 14 other states. NIC Orissa is playing a major role in rolling out this project across 14 states. Team members from Orissa conducted training and hands on in states like UP, Kerala, Sikkim, Bihar, Assam, Manipur, Arunachal Pradesh, Tripura. The project has been rolled out with the state of Rajasthan hosting about 220 tenders for PMGSY works. The server has been hosted in Orissa data centre.

  • NIC Orissa presented gepNIC software to Government of J & K and Union Territory of Chandigarh. UT of Chandigarh is shortly going to start e-procurement.

  • Development and testing has been completed to integrate SBI Payment Gateway facility in GePNIC  to receive tender cost from bidders through net banking, credit and debit cards. Signing of MOU with State Bank of India by Government   of Orissa is in final stage. Steps have also been taken for infrastructure audit of NIC data centre after which online payment gateway service can be started.

  • As on date 10631 tenders amounting to Rs 24471 crores has been hosted in tendersorissa portal. Urban local bodies of Orissa have started hosting all tenders more than 1 lakh from 1st January 2010. Orissa State Police Housing Welfare Corporation, Orissa Power Transmission Corporation, Berhamapur Development Authority are some of the new organizations which have started floating their tenders online.

  • More than 2500 departmental officers and more than 5500 bidders have been imparted training in using gepNIC software.

  • After e-procurement rollout in Orissa, bidders’ participation base has substantially increased resulting fair competition among prospective bidders. This has resulted in substantial savings to the Government exchequer. Tender life cycle has comedown to a great extent which has enabled engineers to focus more on execution of projects rather than paper work.

  • 24 x 7 support is being provided to all stake holders through help desk, e-mail and tele support. Training has also been provided to Jana Seva Kendras, Internet Kiosks to act as facilitation centres.

Online Donation through Credit Card and  Direct Debit, Shri Jagannath Temple,  Puri:
Shri Jagannath Temple Administration, Puri, with the approval of the Government of Orissa, is managing Shree Jagannth Temple. For overall development of the Temple various  schemes such as, AMRUT MANOHI, CORPUS DONATION and GENERAL FUNDS are  floated.  Devotees across the Globe are facilitated by this system to donate online through credit and debit cards.

Credit Card : 
NIC application is integrated with Credit Card Payment Gateway through a Application Programming Interface (API) called the Store Front Adapter (SFA). Data interchange would be through encrypted Secure Socket Layer (SSL) transmission using HTTPS protocol as POST request. Credit Card transaction is in accordance with Payment Card Industry (PCI) guidelines. Verified by Master & VISA card. Parameters shared by NIC application with Payment Gateway are as PRN No., Amount, Bhoga Type.

Direct Debit : 
NIC application is integrated with the payment gateway or net-baking of the participating Banks through URL based POST Request and passing of certain mutually agreeable parameters. 

Standardization and Localization of District Portal. 
This is a National Level project being developed in NIC Bhubaneswar. Considering India, it is a country of Multicultural, Multilanguage and Multireligion people. It is divided into various States and District. District is the middle level administrative unit which co-ordinates with State and Union Government and provides various services to the citizens. Presently most of the Districts are having websites. The websites are yet to be built on a uniform structure to address the real citizen centric issues and interaction with cross platform agencies.
This leads to a  standardized district portal framework, which contains a solution towards e-Governent transactions for districts across the country. The contents of this portal are stated through English and local languages. The standardization of district portal initiative is based on the content architecture of the National Portal of India (india.gov.in) under NeGP. The contents and formats of the portal include; profile, geography, administrative setup, directory, peoples’ representatives and many more. Citizen Services such as acts & rules, e-forms, policies, enquiries, guidelines to get caste and domicile certificate, registration of documents, ration card, land records, Right to Information.  The content is contributed to the Portal using the user-friendly web-based Content Management System (CMS). Technology used: LAMP (Linux, Apache, My Sql and PHP)

Chief Minister Grievance Redressal Monitoring System(e-Abhijoga)
Grievance Redress Mechanism is part and parcel of the machinery of any administration.  No administration can claim to be accountable, responsive and user-friendly unless it has established an efficient and effective grievance redress mechanism.  In fact, the grievance redress mechanism of an organization is the gauge to measure its efficiency and effectiveness as it provides important feedback on the working of the administration. Hon'ble Chief Minister Office of Orissa, would like to implement the CPGRAMS model of NIC(HQ). So CPGRAMS is being  customized according to the basic need of Orissa. The grievances of public are received at Chief Minster Office Online.   There are primarily one designated nodal agencies in the Chief Minster Grievance Cell. The grievances received by  the Chief Minster Grievance Cell are forwarded  to the concerned Departments/District Collectors who are dealing with the substantive function linked with the grievance for redress under intimation to the complainant.   

Finance:
 Web based Annual/Supplementary Budget Information System has been implemented to compile and process the Annual Budget and Vote on Account/Supplementary Budget.

Web based Budget Query analysis and Reclassification System has been implemented to meet the requirements of World Bank, Legislative Assembly and other departments in transforming the account and detail head wise budgetary allotments into the proposal objects.

Automated LOCAL FUND AUDIT System (ALFA) - The system would automate the complete workflow of the Audit tasks of various institutions of Government of Orissa.

Guarantee Fee Monitoring System - This system keeps details about the guarantees issued by the Government to various Public Sector Undertakings, Co-operatives, Urban Local Bodies and other Developmental Authorities to avail loan from different Financial institutions like Nationalised banks, Co-operatives, IFCI, NABARD, IDBI, Plan Finance Commission, Rural Engineering Corporation, HUDCO etc. for developmental work of the state.

Teachers Provident fund Accounting System - The Provident fund accounting for the teachers of aided institutions is done through this system. Application for compilation of arrear TPF Accounts of more than 3 lacs teachers has been implemented. Web based application to cater to the teachers of the state to view their accounts

Health:
GODMAN (Govt. Doctor’s Management Information System)    - The software aims at automating the complete service record of the doctors including their personal details, qualification and transfer and joining details. The web based online system automates the complete workflow from joining of the doctors to retirement of doctors.

Urban Sector:

  • Project: “SUBIDHA” (State Urban Bodies Integrated Data Handling & Access) for Urban Local Bodies of Orissa. Under these SUBIDHA Project more than eleven G2C & G2G modules has been developed for simplifying the processes to enhance the interface between Urban Local Bodies (ULBs) and Citizens, Bringing in transparency and accountability, Provide need based quality and timely Information & Services to citizens, Boosting internal Government operations to support and stimulate good governance.
    Major Modules developed are:
    •    Online Grievance Redressal Monitoring System (G2C, G2G)
    •    Kalyan Mandap Reservation System (G2C, G2G)
    •    Online Birth, Still Birth & Death Registration System (G2C, G2G)
    •    Marriage Registration System (G2C, G2G)
    •    Holding Tax Monitoring System (G2C, G2G)

    All of these modules are pluggable through the use of Service Oriented Architecture (SOA) and XML Web Services of NIC, Orissa to other service integration softwares developed by various CSC Service providers in the state under the “Jana Seva Kendra” project coordinated by Department of IT, Govt. of Orissa.

    This Project has been nominated for Municipal IT India 2009 Award in the category ICT Enabled Municipal Initiative of the Year in e-India 2009 along with Web Ratna Awards 2009 by Govt. of Orissa. The strategic piloting and subsequent successful rollout of this Project has inspired other ULBs of the State to implement the same.
  • Project: Public Health Engineering Office Computerisation

    Water tariff Billing Application based on Web-portal has been implemented for Bhubaneswar Municipal Corporation, Cuttack Municipal Corporation, Berhampur Municipal Corporation, Khurda Municipality & Puri Municipality
