  • Industrial Training Institutes Management Information System eITI
    • In the recent past, there has been large scale establishment of the Industrial Training Institutes (ITIs) in the country both in public and private sector. There is a need to monitor their infrastructure, quality, result etc. on continuous basis, and the GoI has come out with standard template which is to be used by each ITI for reporting and maintaining its own web-site so that not only the department is in position to keep a tap on the quality of the institute but also the general public is made available the information related to course available, seats available under various trades/schemes based upon various criteria.

      Presently, few ITIs have got developed their websites and hosted also on their own with no standardization of contents. Moreover, these websites have numerous problems / constrains such as:

      1. The website developed was rarely updated with the latest & current information about the ITI.
      2. Due to development of the website from the private vendors, expenses were incurred for the development of the website and its hosting. Any updations desired by the ITI once the website is hosted, used to put extra burden on the ITI in terms of funds required.
      3. Due to non-standardized way of development of the website, the information culling and meaningful Management Information System was not possible.
      4. The information once put on the website was static and query based display of the information was not available.

      NIC has designed a Portal (www.punjabitis.gov.in) which dynamically generates the websites of ITI (s) on the fly. It consists of four interfaces:

      1. Interface for ITI in General

      This interface is a common interface for all ITIs where in information related to ITI history, schemes, admission, RTI, Announcements, Related websites, news etc. will be available besides other relevant details.
      2. Entry Module for ITIs

      This interface known as Standardised Automated Access Module (SAAM) is available to authorized users only for entry of the details related to Proforma prescribed by GOI and improvised by the Department of Technical Education and Industrial Training, Punjab. Since the information related to the ITIs changes over time, this interface helps the ITI concerned to update the information on real time basis without dependence upon any one.

      3. Website for ITI

      Out of the information entered and updated by the individual ITIs, the website for ITI is prepared on the fly and shown in real time. The ITI concerned is responsible for the maintenance of the data using authorized credentials.

      4. Admin Interface for Department

      Another interface for the ITI administrator at Directorate level is developed which will be used by the Nodal Officer at state level to add/update the master information, upload photographs, news, messages, and creation of login ids for the it is, inactivate ITI for disaffiliation etc.

      Highlights of eITIs

       A work flow based application and single interface for access by all ITI (s).
       Role based operations as roles and responsibilities are fixed at top level and further delegation is possible within ITI.
       Real time updatation of the website without dependence upon the software developers.
       Totally dynamic so that with changes in the information is stored in the database.
       Very easy to operate and learn.
       Prepared as per the Government of India guidelines on the development of websites.
       Automated standard calculations wherever necessary so as to minimise the data entry.
       Usage of a standard generic codification scheme related to schemes, trades, sector, categories and modules which can be updated as and when necessitated.
       Uploading of the documents and photographs.
       Integration of location data on Google Maps so as to reflect the ITIs on the Google map and for searching directions.

  • Punjab Vidhan Sabha Computerization
    • The software consists of three main modules: Punjab Assembly Web Site, Touch Screen Based Query System, Web Based Data Entry Software. Following are the functionalities and features of the application :

      • Personnel detail of all the sitting members of Punjab Vidhan Sabha.
      • All starred and non-starred questions, bills and resolution of Vidhan Sabha are available on web site as well as touch screen.
      • Status of bills of members of Punjab Vidhan Sabha can be viewed through the application.
      • List of committees of Vidhan Sabha can be generated through the software.
      • Date of Meeting of committees is available on website.
      • Information about State Government is also available.

  • Eight All India Education Survey (8th AISES)
    • The Eight All India Education Survey is the National Level project under the aegis of National Council of Educational Research and Training (NCERT), started in all the districts of Punjab. The inputs for planning new schools, upgrading existing schools, and also for enhancing the essential facilities in them are being collected and captured in the web based application designed and hosted by National Informatics Center.

  • Arms License Issuance System
    • Issuance of Arms License and other services related to it is one of the most important works of District Magistrate in the district. Maintaining the records of arm license issued by the District Administration is very important. The District administrations have to keep track on issuing the license in terms of person and purpose of license. As the manual system of record keeping is very cumbersome besides being time consuming, ALIS (Arms License Issuance System) has been developed as per the requirements of District Administration. Following are some of the features of the software:

      • Submission of Application on a Single Counter
      • Delivery of License and related services from the same counter
      • Acceptance of Govt. Fee at ALIS Counters
      • Online capturing of Photograph of the Applicant
      • Work Flow based System
      • Automatic check on the ceiling of no. of weapons

      • Provision of generating Licenses on Stickers in duplicate (one for License, other for record)

  • National Animal Disease Reporting System(NADRS)
    • The Department of Animal Husbandry, Dairy and Fishery (GOI) with the help of National Informatics Centre has started an ambitious project known as National Animal Disease Reporting System(NADRS) which involves a computerized network, integrating both MIS and GIS, which would link each block, district and the State / UT headquarters in the country to the Central Disease Reporting & Monitoring Unit (CDRMU) in the DADF at New Delhi with the objective to monitor 143 animal diseases through 7000 locations at sub-district level in the country. All the notified diseases scheduled in the `The Prevention and Control of Infectious & Contagious Diseases in Animals Act 2009’ will be included in this reporting system. Objectives of NADRS • Improve operational efficiency of the Department. • Provide instant alerts to all concerned about Animal Disease Outbreaks, Remedial measures, etc • Prevent revenue losses by better management of Animal Health • Disseminate information related to animal diseases to all stakeholders in a timely and efficient manner • Have an integrated Management Information System for better decision support • To systematize the existing record keeping procedure • To reduce workload under the manual system thereby increasing efficiency with effective use of ICT • To improve the quality of the information generated by district level offices • Speed & Accuracy of data dissemination related to Animal diseases to all stakeholders In Punjab all 141 block offices of Animal Husbandry Department have been provided with hardware, connectivity besides district and state HQ Directorate. The general training as well as application training has been conducted for 182 officials of the department. The roll out operations are underway.

  • SUWIDHA
    • SUWIDHA is built to provide the convenience to the citizen by capturing the input at a single point, defining a specified delivery date depending upon the type of service, accepting cash at the counter itself and delivering district administration services to the citizens from the same counters. It ensures timely delivery without any need to interact with the concerned branch. SUWIDHA has been implemented in all the districts of Punjab. Online status of the applications submitted on SUWIDHA Counters in the districts is available on SUWIDHA website (http://suwidha.nic.in). After the successful pilot launch of SUWIDHA-SDM at SDM Mohali, SUWIDHA Project has been replicated at 56 SDM offices of Punjab and is being expanded to all SDM offices. SUWIDHA was ranked Topmost among all the e-governance projects in the country by Skoch in 2005-06. SUWIDHA received Excellence award from Microsoft in September 2006

  • Targetted Public Distribution System(TPDS)
    • As per Hon’ble Supreme Court orders towards computerization of PDS operations, NIC has developed Common Application Software (CAS) covering all modules from Master Data Creation, to Allocation Order generation, to movement of commodity from FCI godown to FPS and sale of commodity to the beneficiary. The State of Punjab has already initiated the project and has submitted the action plan to the GOI. The master data entry related to various stakeholders and Fair Price Shops is likely to start soon as presently training is going on. Simultaneously, the application for Existing Ration Card Management Information System(eRCMS) for the digitization of Existing Ration card is being studied. Once eRCMS application is customized according to the requirements of Punjab, the digitization will be undertaken. a. SIMS The Punjab Govt. has undertaken the computerization of Public Distribution System with the help of NIC Chandigarh. Under this, the data entries of all stakeholders like agencies, officials and FPS shops in the state have been entered. b.eRCMS(Existing Ration Card Management System) All Ration Cards are being entered using the system developed by NICHQ but customised according to Punjab requirements. A record of sort was created by entering 56 lakh Ration Cards in 4 monthes. Presently verification process is on and upon finalisation, the data will be ported to ePDS Portal and also Supply Chain Management system will be implemented.

  • BPIS
    • This software is used for preparing the annual budget of Punjab Government. This application has six tier budget systems with details from Demand to SOE. Software helps the department to maintain the information at each tier and automatically links the budget document hierarchy. The software is capable of generating the bilingual budget document (in case of Punjab, Punjabi). Following are the features of the software:

      • Master for demand, major, sub major, minor heads, schemes and SOE code etc.
      • Administrative Head wise allocation of funds.
      • Preparation of bilingual documents like plan, non-plan, CSS, AFS, budget at a glance.

  • Prison and Visitor Management System
    • NIC Punjab has implemented Prison and Visitor Management Information System in Central Jail Ludhiana since June 2011. and it was observed that due to its implementation, the number of visitors have reduced to 1/3rd which was great relief to the Jail staff who otherwise were burdened with the rush of the visitors. Not only the number of visitors has come down but the supply of contrabands and mobiles to the prisoners is now also under surveillance as software is acting as deterrent to undesired and frequent visitors. About Visitor Management System (VMS) The Visitor Management Software (VMS) has many features which not only streamline the operation of the meeting of inmates with the visitors but also takes away the load of checking and monitoring the visitors. With the introduction of the system, following benefits are observed: 1. Entry of authorized visitors as per the inmates’ requirements and cross-checking authorized visitors from the database at the time of visit. 2. Stores comprehensive information about visitors such as Visitor Name, Parentage, Address, Documents in support of their identification, relationship, Photographs etc.; 3. The visitor is given a printed slip with photograph which is checked by the security official before letting the visitor to meet the inmate. 4. Checking the inflow of frequent visitors as the software checks not only the authorized visitors but also checks the number of visits as per Jail Manual 5. The reduced inflow of the visitors spares the Police officials to concentrate on other important activities. 6. Follows the Jail Manual in letter and spirit. The system was put to use in Central Jail in June 2011 and it was observed that due to its implementation, the number of visitors have reduced to 1/3rd which was great relief to the Jail staff who otherwise were burdened with the rush of the visitors. Prisoner Management System (PMS) The Prisoner Management System(PMS) provides real time vital information to the Prison officials about the lodged inmates. The primary objective of the PMS software is to enhance the effectiveness and efficiency of the existing prison management system at Prisons by adopting a systematic and uniform approach. The salient features of the PMS are as follows: 1. Recording and tracking of all prison movement activities; 2. Monitoring of action taken by the courts on a case pertaining to a prisoner; 3. A Comprehensive Query-based system for effective Prison Management; 4. Comprehensive culling of information about prisoner, court cases, and crime; 5. Recording of Court’s direction at the time of its admission and release; 6. Controlled registration of Prisoners (checking the duplicity of prisoner’s entry in the prison); 7. Series of authorization checks and validations to improve the quality of data; 8. Preparation of reports of daily / monthly use. It also supports various reports for administrative and statistical nature; and 9. Flexibility and Scalability of Application with provision to incorporate new States, Districts, Offence Code, Courts Codes, Authorities, etc. A proposal to computerise all the Jails in Punjab is submitted and may be approved soon.
