        Established in 1988, Punjab State Centre of National Informatics Centre (NIC-Punjab) has been instrumental in bringing ICT culture in Punjab government. With a focus on building IT interfaces to facilitate citizen-friendly and transparent government, NIC has made significant contributions in improving service delivery by a number of departments including:

  • Industrial Training Institutes Management Information System eITI
    • In the recent past, there has been large scale establishment of the Industrial Training Institutes (ITIs) in the country both in public and private sector. There is a need to monitor their infrastructure, quality, result etc. on continuous basis, and the GoI has come out with standard template which is to be used by each ITI for reporting and maintaining its own web-site so that not only the department is in position to keep a tap on the quality of the institute but also the general public is made available the information related to course available, seats available under various trades/schemes based upon various criteria.

      Presently, few ITIs have got developed their websites and hosted also on their own with no standardization of contents. Moreover, these websites have numerous problems / constrains such as:

      1. The website developed was rarely updated with the latest & current information about the ITI.
      2. Due to development of the website from the private vendors, expenses were incurred for the development of the website and its hosting. Any updations desired by the ITI once the website is hosted, used to put extra burden on the ITI in terms of funds required.
      3. Due to non-standardized way of development of the website, the information culling and meaningful Management Information System was not possible.
      4. The information once put on the website was static and query based display of the information was not available.

      NIC has designed a Portal (www.punjabitis.gov.in) which dynamically generates the websites of ITI (s) on the fly. It consists of four interfaces:

      1. Interface for ITI in General

      This interface is a common interface for all ITIs where in information related to ITI history, schemes, admission, RTI, Announcements, Related websites, news etc. will be available besides other relevant details.
      2. Entry Module for ITIs

      This interface known as Standardised Automated Access Module (SAAM) is available to authorized users only for entry of the details related to Proforma prescribed by GOI and improvised by the Department of Technical Education and Industrial Training, Punjab. Since the information related to the ITIs changes over time, this interface helps the ITI concerned to update the information on real time basis without dependence upon any one.

      3. Website for ITI

      Out of the information entered and updated by the individual ITIs, the website for ITI is prepared on the fly and shown in real time. The ITI concerned is responsible for the maintenance of the data using authorized credentials.

      4. Admin Interface for Department

      Another interface for the ITI administrator at Directorate level is developed which will be used by the Nodal Officer at state level to add/update the master information, upload photographs, news, messages, and creation of login ids for the it is, inactivate ITI for disaffiliation etc.

      Highlights of eITIs

       A work flow based application and single interface for access by all ITI (s).
       Role based operations as roles and responsibilities are fixed at top level and further delegation is possible within ITI.
       Real time updatation of the website without dependence upon the software developers.
       Totally dynamic so that with changes in the information is stored in the database.
       Very easy to operate and learn.
       Prepared as per the Government of India guidelines on the development of websites.
       Automated standard calculations wherever necessary so as to minimise the data entry.
       Usage of a standard generic codification scheme related to schemes, trades, sector, categories and modules which can be updated as and when necessitated.
       Uploading of the documents and photographs.
       Integration of location data on Google Maps so as to reflect the ITIs on the Google map and for searching directions.

  • DISE (District Information System for Election)
    • DISE is randomization software for Election Department. It handles the functionalities like formation of polling parties, counting parties, EVM (Electronic Voting Machine) randomization for Lok Sabha/Assembly Elections in a random way, election orders for individual polling parties, micro observer parties and EVM orders, Constituency wise distribution of employees, department wise, sub department wise orders, attendance sheets, Election Duty Certificate,  issue of ID Card, various types of checklist reports for various constituencies and marking of absentees, cancellation and absentees, cancellation reports as per Election Commission of India ECI guidelines.

       

      DISE-MC and DISE-NP are randomization software developed for State Election Commission for Municipal Corporation and Nagar Panchayat elections respectively. It handles the functionalities like formation of polling parties in a random way, election orders for individual polling parties, RO wise ward wise distribution of employees, department wise, RO wise orders, attendance sheets, various types of checklist reports and marking of absentees, cancellation and absentees, cancellation and notices to absentees reports as per state election commission requirements.

  • Dak Monitoring System
    • Dak Monitoring System is web based workflow solution for management of dak at Deputy Commissioner’s office. It is taking care of registration of Receipts (i.e. dak coming to DC Office) and Dispatches (i.e. dak going out of DC office). This software is ensuring branches take action on dak in timely manner. This software is handling queries and generates all the MIS reports. The software is written using Open Source Technologies (Symfony, PostgreSQL).

    • PRISM automates all major activities of Sub-Registrar office and covers deeds of Sale, Mortgage, Will, Adoption, SPA, GPA, Exchange, Pattanama/ Lease, Tatima, Cancellation of SPA/GPA/Will total 27 deeds etc. Major features include token issuance, online capturing, storage, printing of photographs on stamp paper, valuation of property, scanning of deed documents online/offline, on the spot registration, issuance of mutation notice as Parchayadast, finalization & pendency check of deeds by SRO, single window service etc. It has been implemented in all 153 SRO offices in Punjab. PRISM is ISO certified product

  • PPMS (Punjab Poll Day Monitoring System)
    • PPMS is a Web based application software for Department of Elections, Punjab. The application is aimed at capturing a set of fixed events for all the Polling Stations of an Assembly Constituencies on Poll Day through SMS by the authorized mobile numbers from respective Polling stations (in this case PROs, APROs, BLOs, RO, ARO-1, ARO-2, SM) in a prescribed format and to update the database for online monitoring reports on CEO’s website. The software has the provision for entering data through web-entry also. Web-entry is only allowed to authorize users like ROs/AROs of the assembly segments.

    • FTS is a comprehensive package developed to help monitor pendency of cases and assist in easy tracking of letters and files. It is an integrated package which gives administrative support right from diarizing of receipts, updating its status, opening of new files, tracking the movement of the files, dispatch of letters/ files and finally record management. It is based on Manual of Office Procedure and is a proven system for Government / Semi-Government Offices and Public Sector Organizations. The application has been implemented in number of departments of Punjab Government.

  • MedLEaPR (Computerization of Medico Legal Reports and Post Mortem Report)
    • MedLEaPR is the computerization of Medico Legal Report and Post Mortem Report. This project is being implemented under the direction of Hon’ble Punjab and High Court. Presently under testing, the project will be implemented in all the Health Facilities across Punjab, Haryana, UT Chandigarh.
