NIC Rajasthan has spearheaded many important ICT based projects and has taken the state to amazing heights using the e-governance initiatives. With a view to provide smooth, transparent and efficient services delivery to its citizens different softwares and infrastructure development has been setup. The highly trained and motivated technical manpower of NIC is providing valuable service to the district administration and the government machinery . Down the track, major managerial and technological challenges have been successfully attended through various "mission mode" projects. NIC today stands for quality , reliability , optimization and technological brilliance.

Along with the panoramic outlook of the state simply mesmerizing everyone; with lofty hills of Aravali's and the golden sand dunes of the Great Indian Desert, Rajasthan has identified ICT as a major trust area for its growth and development. The NIC Rajasthan State Centre, in close proximity with State Government, has been carrying out the various ICT projects efficiently and effectively maintaining the time constraints very well.   • RAJSAINIK (Sainik Welfare Department, Govt. of Rajasthan)
    • The portal also facilitates the officials to store registration details of ex-servicemen and widows for further processing and to generate identity cards. The portal enables the concerned authorities to generate and monitor the monthly progress reports at various levels. General purpose forms required by ex-servicemen and widows are available on the portal.

  • Video Conferencing Facility
    • NIC Rajasthan State Centre providing Videoconferencing facilities over NICNET using VSAT, ISDN, IP technologies to the various departments of central Govt. and State Govt. NIC Rajasthan had successfully done about 614 point to point and multipoint Video Conferences during year 2007-2009. Similar facilities are also being extended at remaining divisional headquarters.

  • e-Gram
    • The objective of the project was to ensure an efficient service delivery mechanism in coordination with the line departments. Data capturing has been decentralized deploying an user-friendly web based application (http://egram.raj.nic.in ) to get the village wise amenities and monthly status of these amenities directly from the grass root level. Local language support has been deployed to overcome any lingua centric constraint.

      Citizens are very closely associated in the process of information collation; as the monthly report is being prepared on 5th day of every month. One this day, Gram Sabha meeting is scheduled for every Gram Panchayat, which is participated by PRI representatives and government functionaries working at village level. ?Gram Prabhari? also visits the village habitats and gather their feedback on the status of service delivery. In this way, the input comes directly from the grass root.

      The state level monthly review is chaired by the Chief Secretary himself, participated by the sector heads at State level. Reviews are being organized using NIC?s Video Conferencing facilities available in Districts. This is attended by District Collectors and District Level Officers at remote ends.

  • Land Records Computerization (LRC)
    • The project is successfully operational in 247 Tehsils covering 42,665 villages. The copies of Records of Rights(RoR) are being issued from Tehsil Computer Centre (Apna Khata Center) and also from each District Data Centre. For all vital information?s, citizens can now log at http://apnakhata.raj.nic.in and obtain RoR from 957 kiosks.

      The manual process of preparing the New Chausala is completely discontinued. The computer generated Chausala are being used by the Patwari in the field. The copies of RoR are being issued from Tehsil Computer Centre (Apna Khata Centre) regularly. However the manual process of providing the copies of RoR in field by Patwari is in practice. Hence both the systems exist. Under second phase of LRC 647 Revenue offfices have been strengthen and upgraded existing hardware . The dimensions of project is as under :

      (a) At Tehsil Level :

      The prime goal of Land Records Computerization is to store all information regarding land in systematically and logical way so that information is easily retrievable according to the requirement of the farmers and administration. The copies of RoR are being issued from Tehsil Computer Center ( Apna Khata Center) on regularly basis. The manual process of preparing the new chausala was discontinued since 2003. The computer generated chausala are being used in the field. However the manual process of providing the copies of RoR in field by Patwari is in practice. The replication of data is being also maintained at district level for all the Tehsils pertaining to a district for backup.

      (b) At District Level :

      The authorized copies of RoR are also being issued from District Data Center. Operational trainings have been provided to more then 3500 revenue officials for smooth execution of the project . In addition to it, the regular refresher training programs are being organized from time to time.

      (c) LRC On web :

      First and most forward state as in LRC for hosting the entire state land records data web for public use. The details of land can be view on http://apnakhata.raj.nic.in web site. The certified copy can be obtained from the authorized centre. The Govt. of Rajasthan has authorized Kiosks holders to obtain the Land Records Copy from the Internet on payment basis as prescribed, which is valid and legal for all purposes. At present the project has been successfully launched in all 33 districts of Rajastha at tehsil level. It makes the commitment of transparent and efficient management in government. The data are available in Hindi. A common man can retrieve his/her land details by just providing the tehsils name,village,khata number. The data are being updated at state centre on regular basis.

      Impact of the project

      The prime beneficiaries under this project is all land holders whose revenue records is can be viewd on click from tehsils/cyber kisosks/Internet. The stored information is easily retrievable. A common many view records. It facilitates fast searching by just giving any of the parameter by selecting a village viz Khata number,Khasra number ,Owner name. The copies of records are highly on demand by NGOs?, PWD, Urban Improvement Trusts, Land Banks, Irrigation Department &Co-operative; Banks etc.The process of manual preparation of chausala is completely discontinued The computerized jamabandai is made available to all field officials. The information is easily accessible by different officials from any other corner of the country. Thus it can be used various planning purpose.

  • Mid Day Meal Monitoring System (MDM)
    • In the state, Mid Day Meal Directorate is executing the Mid Day Meal program in more than 82000 schools of Rajasthan covering the students of class 1-5 and 6-8. To monitor the Grants, transfer of funds and grains from Govt. of India, Distribution of funds and grains to the Districts, blocks and schools, progress and utilization, a web based application was developed and deployed to get the online status of the monthly progress of the program. Application includes various modules for State, District and Block Level. School wise entry of the monthly progress is done at the block level as a base unit. Entries related to the opening balances, Meetings and inspection reports, NGO's associated with the preparation of the meals is also done at the block level. At district level entries related to the receipt and transfer of funds, meetings, inspection by district level officers and details related to the transporters involved in the lifting and distribution of grains is done. All the required reports are generated at different levels based on these entries.More than 270 active users. At present Master data of more than 82000 Schools is available online. Monthly reporting is from all the Blocks and data entry percent from schools is more than 90% . Monthly entry of records from each school is done at the block level.

  • Settlement Department Computerization
    • For the modernization of Settlement & Survey department processes, four workstations have been established at settlement offices. The main objectives of department is to evolve a process which eliminate/reduce the manual work to expedite process and accurate preparation of records. To achieve the basic objectives the workstation has been facilitated with high end servers, A0 size scanner , A0 size Laser printer and Electronics Total Stations. For the modernization of Settlement & Survey processes, workstations at four settlement offices have been established. It is facilitated modern equipments like with A0 size scanner , A0 size Laser printer and Electronics Total Stations. A special software ?MILAN? has been prepared to generate their missal final records like Bandobast and all intermediate reports by using LRC data of the respective tehsils. The scanning and scaling of khasra maps are being doen in ?house. The softcopy of khasra maps are available fro 54 Tehsils by now. department

      At workstation khasra maps are scanned ,stored & retrieval for future reference fro all the villages of the state. These maps are also used for cropping of desired partition to the common man. The key task of department is to scale a map into hectare, mosaicing of sheets , digitized boundaries etc work is done by using Microstation V8 GIS software. The user have been provided intensive training for their day-to-day work. Thereon an application named as MILAN developed and implemented to use the LRC data for Settlement processes purpose. The government has re-engineered the processes and issued the circulars in this regard

      Presently, LRC soft data is a main source of data for the beginning of settlement operation for the department. By using this software final records like Bandobast and related reports are generated. The department has scanned 45 Tehsils khasra maps and stored and made available to their offices like SO/SDM/TDR for the issuance to public. The report generated by Milan software is appreciated by the government and department is keen to under take all the process which NIC suggest for their computerization.

      Impact of the project

      The prime beneficiaries under this project the people of those tehsils where settlement process is going on and they are immediately getting the Misal report. Which help them in identifying new number and updated status of their land. The record writing work is to be repeated by the revenue department which has been resolve at one shot. Hence , with this application people and government both are directly benefited.

  • Rajasthan State Cooperative Bank (RSCB) & District Central Cooperative Bank (DCCB)
    • Rajasthan State Cooperative Bank (RSCB) was entering into MoU with NICSI in March 2007 to implement Core Banking Solution (CBS) at its Head Office, 5 regional offices, 13 branches and 29 DCCB (District Central Cooperative Bank) Head office along with one branch of each DCCB and contact NIC to undertake this project for procurement of Hardware- Software-Network items, technical know-how and implementation support. Bank has already procured Application S/w from 3rd Party. Bank has only three technical persons in the state. Project was divided mainly in two phases. Data Centre at RSCB HO, its ROs and Branches along with 10 DCCBs were executed in Phas-I. Two Servers, 5 Clients, Routers, Switch, OS for servers along with accessories were supplied and installed at each DCCBs, RSCB ROs & Branches. HO Data Centre of 15 Rack Servers, Routers/Switches along with Redundant Firewalls creation, Antivirus solution and integration of all equipments was major task under this project. Activities prescribed for Phase-I including Data Centre Setup at HO, System Integration were completed.

      Necessary operational training was also awarded to all the officials of branches covered in phase-I. Structure Cabling was done at RSCB HO (250 nodes at seven story building) and RSCB/DCCB ROs & its branches. All the branches covered in Phase-I are fully computerized and some branches of DCCBs are working on core banking solution.

  • Health Information system for Government (HEALING)
    • A web-based application is developed and implemented for Medical Health & Family Welfare department to provide online monitoring mechanism for Disease Surveillance, Malaria Monitoring, Drug Control, Routine Immunization, Patient Record Management, Cold Chain Equipment Monitoring, Pulse Polio Monitoring, Acute Flaccid Paralysis Surveillance, Sterilization Monitoring, References Monitoring, Water Disinfections Monitoring, Disease Outbreak and Institutional Delivery Monitoring.

      HEALING is a comprehensive MIS developed and implemented for Medical Health & Family Welfare department, Government of Rajasthan. The system enables the department in effective and efficient delivery of health services by providing online monitoring mechanism. HEALING is a web based application which is available on 24 x 365 basis and has a scalable system architecture. It includes modules for Disease Surveillance, Malaria Monitoring, Drug Control, Routine Immunisation, Patient Record Management, Cold Chain Equipment Monitoring, Pulse Polio Monitoring, Acute Flaccid Paralysis Surveillance, Sterilization Monitoring, References Monitoring, Water Disinfections Monitoring, Disease Outbreak, etc. Access to system modules is based on user level. The applications have been developed to meet the requirements of the state government and the information needs of GoI as per the WHO guidelines. The system has a very user friendly interface and attempts to minimise redundancy in information collection/ compilation.

  • Rajasthan Legislative Assembly
    • The web site (http://rajassembly.nic.in) provides list of business, question list (starred and unstarred) and debates for each day of the session. Public Representative Information System maintains details of all the public representatives so far in the state since creation of Rajasthan (in 1952) and positions/ministries held by them. Motions monitoring system is used to monitor the status of motions moved in the house for discussions. IT based systems have been developed and implemented for major activities in Rajasthan Legislative Assembly. These include Questions Monitoring system and Reporting Information System, in addition to others.

      The Question Monitoring System is being used in the Questions Branch for receiving questions from any member. Entire process of approval of questions by Hon?ble Speaker and subsequent listing is facilitated by this system. Temporary and final list is prepared thourgh the system. Letters to hon?ble members as well as for departments are generated at different stages. Appropriate interface has also been provided on the web site of Rajasthan Assembly where daily question lists are made available. A huge database has been created of all the assembly questions, since 1994.

      The Reporting Information System implemented in the Editing Branch is a Client-Server application. To implement the system, computers have been provided to all the reporters and the editors . These have been connected to the server through the LAN for the Editing branch. Every reporter prepares his part of the debate using the system. Consolidated Report of proceedings is prepared by the Editor using the software. This has been a very significant achievement, as Rajasthan Assembly is among the first three assemblies throughout the country which have implemented the system. As further extension of the system, unedited version of daily proceedings is made available on the web site of Assembly (http://rajassembly.nic.in). The system was inaugurated in the house by H.E. the Governor of Rajasthan, in the presence of Hon?ble Speaker, Hon?ble Chief Minister and other members. Hindi has been used as the interface language for the user. In addition, A system has been implemented to maintain details of all press clippings of leading national and local newspapers. A system has also been developed to provide information regarding government & private bills. Public Representative Information System maintains details of all the public representatives so far in the state since creation of Rajasthan (i.e. 1952) and positions/ministries held by them.
