NIC Rajasthan has spearheaded many important ICT based projects and has taken the state to amazing heights using the e-governance initiatives. With a view to provide smooth, transparent and efficient services delivery to its citizens different softwares and infrastructure development has been setup. The highly trained and motivated technical manpower of NIC is providing valuable service to the district administration and the government machinery . Down the track, major managerial and technological challenges have been successfully attended through various "mission mode" projects. NIC today stands for quality , reliability , optimization and technological brilliance.

Along with the panoramic outlook of the state simply mesmerizing everyone; with lofty hills of Aravali's and the golden sand dunes of the Great Indian Desert, Rajasthan has identified ICT as a major trust area for its growth and development. The NIC Rajasthan State Centre, in close proximity with State Government, has been carrying out the various ICT projects efficiently and effectively maintaining the time constraints very well.   • E-SAMADHAN
    • Ex. Chief Minister Govt. of Rajasthan took the first meeting of E-SAMADHAN through NIC Video conferencing network. Video-conferencing equipment was installed at Chief Minister residence. The videoconference was very successful with full participation from all districts and State Secretaries in State, It proved to be a direct interface between the public and administration and very effective way of solving Grievances. Aggrieved person could meet Chief Minister from the Districts itself.

  • BPL Census
    • NIC State Unit has undertaken the project of BPL Census 2002 for rural area. This is one the massive database creation exercise where each of the rural household has been surveyed and micro details were captured including attributes about each and every family member. For the first time the OMR/OCR sheets were used for the census survey by the state government. NIC State unit helped the department in formulating the tender document for the data capturing work.

      NIC State unit has extended support in validation of the data and necessary application has been built to provide various analytical reports on interim and final data. Wide usage of the data by various departments and agencies for upliftment of the poor. Data used by Rural Development department, Deptt. of Food , Education, Medical and Health, LIC, World Bank, ICICI bank, IL & FS, Bartronics.

  • Dharohar Project
    • An ambitious project of Department of Archaeology and Museums covers the three-digitization initiatives viz: Museum Artifacts Digital Documentation, Manuscripts Digitization and Digital Video Documentation of temples and monuments covering special architectural features. It includes digital collection of 5000 rare artifacts of the 22 Government Museums and microfilming of selected manuscripts.

  • District Court Information System (DCIS)
    • District Court Information System (DCIS) is implemented in 30 District & Sessions Courts and some Additional District & Sessions Court for capturing case related information right from the filing of the case to the consignment of the case. Various reports viz: Case status, cause list, interim orders and judgments and registers are generated through the system. A query counter is also functional in the court premises and printout at a nominal cost of Rs 2 is made available. VC Facility is functional between the principal seat and the bench. Some of the other systems implemented are Leave Management Software, Lower Courts Statistical System (for calculating quarterly disposal of each court), Credit Information System (for evaluating the work performance of judicial officers), Salary Accounts and Recruitment System.   • Treasury Computerization System (TCS)
    • The Rajasthan State Government has assigned the project for Treasury Computerization during 1995-96. During first and second phase operations of all the 32 district treasuries and 110 sub treasuries respectively have been fully computerized by NIC in Rajasthan. Computer generated accounts and other reports are being submitted to the AG office for last 10 years by all the treasuries. Monthly accounts of all the treasuries are also made available at the Directorate of Treasuries for various types of analysis. The integrated application has been implemented to cater requirement of the Accountant General, the Finance Department, the Department of Treasury and Accounts, the Treasuries and Head of offices of various departments. It ensures timely, accurate and organized accounting for all treasuries and sub-treasuries. It also extends other benefits like information-sharing, transparency, smooth-flow between horizontal and vertical linkages. The hardware supplied in this system is so obsolete that system could crash anytime. During third phase of Treasury Computerization application for State Employee Pay Bill Data Depository has been implemented across the state covering over 10,000 Drawing and Disbursing officers under 38 treasuries. Using this application every details of the salary being drawn by employee is being captured and various scheduled and customized reports are being generated for the Government and employees. The system also provides electronic data for transfer to LIC, State Insurance and GPF Department Etc.

      The software is implemented in all 38 Treasuries and 110 Sub-Treasuries. Another sub-system of Pay Bill generation and data depository has also been implemented for the benefit of over 600 thousand employees.

  • Election Management System
    • NIC has been providing support for all the elections in all the districts and at state headquarters since 1990. These include Parliamentary, Legislative, local bodies and panchayat elections. Support is provided at various levels of election process.

      Pre polling activities include computer support for nomination, polling party formation, counting party formation, area & zonal magistrate appointments, route chart preparation, etc. Reports of Law & Order are transmitted to the state headquarters using NICNET. It is also utilized to send polling information. Post polling activities supported by NIC centres include computerisation of counting process, results processing and results analysis. In the elections of Assembly and the parliament, results are also transmitted to the office of CEO/Election commission & Doordarshan. Services of NIC have been utilized and widely appreciated in all the districts by the election department. This includes revision of electoral rolls and polling booths, installation of hardware and software procured by election department for every district.

      For the first time ever in the country NIC Rajasthan had created an online system for transmission of information pertaining to various stages of election starting from nomination to results. The online information is maintained on the website of election departmenthttp://ceorajasthan.nic.in

  • SARTHI: Registration Process
    • Sarthi is an ambiguous E-Governance project for the State Government. The objective of this project was to replace the traditional manual practices by a more efficient and effective single window services to the common man. It included the services of sale of immovable property, lease, Gift, Partition, Mortgage, Bond and Power of attorney etc. Presently this project has been implemented at 187 Tehsil and sub registrar offices with the help of NIC District Offices and the resources created under Land Records Computerization project.

      Features of Sarthi:

      • Manage the revenue collection more effectively.
      • Uniform stamp duty collection.
      • Archival of scanned documents.
      • Reduction in registration time.

      Hardware:Under this project presently each Tehsil is equipped with 2 Computers,2 Printers , 1 Bio- Metric Device, 1 UPS & AC. Out it one computer & printer is exclusively being used for Registration & Stamps work at 187 Tehsils. In these tehsils, Tehsildar is an ex-officio registrar where. The trained resource person is operating the registration work in additional to LRC work.

      Cyber Cafe:Presently 950 Cyber cafes are authorized to issue RoR in all 32 districts. Out of located 635 in rural area and 315 in urban area. The Cyber café are issuing the RoR from 1st January 2006. By this time they have issued more 165000 copies. The owners of cyber have managed their own hardware and Internet connectivity. They are allowed to access the site and issued the authorized RoR.

    • The project relates to establishment of computer based system by fulfilling the Hardware, Software and Networking Requirements and eliminating the existing drawbacks of the system for better Information compilation, dissemination and sharing throughout the department including 10 Regional Offices and Clients for better decision making and quick responses of the queries. The project will be beneficial to the Government, Central Pollution Control Board, RSPCB itself, Industries and the Indian Community by providing the correct and authentic online Information. The Project scope is to develop, deliver, install and implement automated application systems for the various sections in the department to fulfill the need of Reliable, Auto-Responsive, Semi-Decision, Paperless and cost effective computer based transparent system for Information Compilation, Dissemination and Sharing throughout the department and the customers. The various MIS developed for the department are Cess management, Consent Management for Industries and Mines, Laboratory Management, Hazardous & Bio-medical waste management, Personnel Information system, Store management, Receipt & Dispatch, Payroll, Budget Management, Public Grievances, Court Case Monitoring System, Library Management and Visitors Monitoring System.
