NIC Rajasthan has spearheaded many important ICT based projects and has taken the state to amazing heights using the e-governance initiatives. With a view to provide smooth, transparent and efficient services delivery to its citizens different softwares and infrastructure development has been setup. The highly trained and motivated technical manpower of NIC is providing valuable service to the district administration and the government machinery . Down the track, major managerial and technological challenges have been successfully attended through various "mission mode" projects. NIC today stands for quality , reliability , optimization and technological brilliance.

Along with the panoramic outlook of the state simply mesmerizing everyone; with lofty hills of Aravali's and the golden sand dunes of the Great Indian Desert, Rajasthan has identified ICT as a major trust area for its growth and development. The NIC Rajasthan State Centre, in close proximity with State Government, has been carrying out the various ICT projects efficiently and effectively maintaining the time constraints very well.   • Election Management System
    • NIC has been providing support for all the elections in all the districts and at state headquarters since 1990. These include Parliamentary, Legislative, local bodies and panchayat elections. Support is provided at various levels of election process.

      Pre polling activities include computer support for nomination, polling party formation, counting party formation, area & zonal magistrate appointments, route chart preparation, etc. Reports of Law & Order are transmitted to the state headquarters using NICNET. It is also utilized to send polling information. Post polling activities supported by NIC centres include computerisation of counting process, results processing and results analysis. In the elections of Assembly and the parliament, results are also transmitted to the office of CEO/Election commission & Doordarshan. Services of NIC have been utilized and widely appreciated in all the districts by the election department. This includes revision of electoral rolls and polling booths, installation of hardware and software procured by election department for every district.

      For the first time ever in the country NIC Rajasthan had created an online system for transmission of information pertaining to various stages of election starting from nomination to results. The online information is maintained on the website of election departmenthttp://ceorajasthan.nic.in

  • SARTHI: Registration Process
    • Sarthi is an ambiguous E-Governance project for the State Government. The objective of this project was to replace the traditional manual practices by a more efficient and effective single window services to the common man. It included the services of sale of immovable property, lease, Gift, Partition, Mortgage, Bond and Power of attorney etc. Presently this project has been implemented at 187 Tehsil and sub registrar offices with the help of NIC District Offices and the resources created under Land Records Computerization project.

      Features of Sarthi:

      • Manage the revenue collection more effectively.
      • Uniform stamp duty collection.
      • Archival of scanned documents.
      • Reduction in registration time.

      Hardware:Under this project presently each Tehsil is equipped with 2 Computers,2 Printers , 1 Bio- Metric Device, 1 UPS & AC. Out it one computer & printer is exclusively being used for Registration & Stamps work at 187 Tehsils. In these tehsils, Tehsildar is an ex-officio registrar where. The trained resource person is operating the registration work in additional to LRC work.

      Cyber Cafe:Presently 950 Cyber cafes are authorized to issue RoR in all 32 districts. Out of located 635 in rural area and 315 in urban area. The Cyber café are issuing the RoR from 1st January 2006. By this time they have issued more 165000 copies. The owners of cyber have managed their own hardware and Internet connectivity. They are allowed to access the site and issued the authorized RoR.

    • This application enables the authorized users to create a separate Forest Land Records Database through online web enable application from any location (mainly from district). The State Land Records information is already available via http://apnakhata.raj.nic.in (hosted on NIC Server, Jaipur). It has been decided that during the data capturing process of the forestland records, its available land information may be accessed from the http://apnakhata.raj.nic.in on the basis of Khasra No. (Plot No) and rest of the information may be entered from the forestland records. Also the verified land records information may be made available to the authorized users as well as to the public.

  • RSPCB (Rajasthan State Pollution Control Board)
    • The project relates to establishment of computer based system by fulfilling the Hardware, Software and Networking Requirements and eliminating the existing drawbacks of the system for better Information compilation, dissemination and sharing throughout the department including 10 Regional Offices and Clients for better decision making and quick responses of the queries. The project will be beneficial to the Government, Central Pollution Control Board, RSPCB itself, Industries and the Indian Community by providing the correct and authentic online Information. The Project scope is to develop, deliver, install and implement automated application systems for the various sections in the department to fulfill the need of Reliable, Auto-Responsive, Semi-Decision, Paperless and cost effective computer based transparent system for Information Compilation, Dissemination and Sharing throughout the department and the customers. The various MIS developed for the department are Cess management, Consent Management for Industries and Mines, Laboratory Management, Hazardous & Bio-medical waste management, Personnel Information system, Store management, Receipt & Dispatch, Payroll, Budget Management, Public Grievances, Court Case Monitoring System, Library Management and Visitors Monitoring System.

    • The portal also facilitates the officials to store registration details of ex-servicemen and widows for further processing and to generate identity cards. The portal enables the concerned authorities to generate and monitor the monthly progress reports at various levels. General purpose forms required by ex-servicemen and widows are available on the portal.

  • Video Conferencing Facility
    • NIC Rajasthan State Centre providing Videoconferencing facilities over NICNET using VSAT, ISDN, IP technologies to the various departments of central Govt. and State Govt. NIC Rajasthan had successfully done about 614 point to point and multipoint Video Conferences during year 2007-2009. Similar facilities are also being extended at remaining divisional headquarters.

  • e-Gram
    • The objective of the project was to ensure an efficient service delivery mechanism in coordination with the line departments. Data capturing has been decentralized deploying an user-friendly web based application (http://egram.raj.nic.in ) to get the village wise amenities and monthly status of these amenities directly from the grass root level. Local language support has been deployed to overcome any lingua centric constraint.

      Citizens are very closely associated in the process of information collation; as the monthly report is being prepared on 5th day of every month. One this day, Gram Sabha meeting is scheduled for every Gram Panchayat, which is participated by PRI representatives and government functionaries working at village level. ?Gram Prabhari? also visits the village habitats and gather their feedback on the status of service delivery. In this way, the input comes directly from the grass root.

      The state level monthly review is chaired by the Chief Secretary himself, participated by the sector heads at State level. Reviews are being organized using NIC?s Video Conferencing facilities available in Districts. This is attended by District Collectors and District Level Officers at remote ends.

  • Land Records Computerization (LRC)
    • The project is successfully operational in 247 Tehsils covering 42,665 villages. The copies of Records of Rights(RoR) are being issued from Tehsil Computer Centre (Apna Khata Center) and also from each District Data Centre. For all vital information?s, citizens can now log at http://apnakhata.raj.nic.in and obtain RoR from 957 kiosks.

      The manual process of preparing the New Chausala is completely discontinued. The computer generated Chausala are being used by the Patwari in the field. The copies of RoR are being issued from Tehsil Computer Centre (Apna Khata Centre) regularly. However the manual process of providing the copies of RoR in field by Patwari is in practice. Hence both the systems exist. Under second phase of LRC 647 Revenue offfices have been strengthen and upgraded existing hardware . The dimensions of project is as under :

      (a) At Tehsil Level :

      The prime goal of Land Records Computerization is to store all information regarding land in systematically and logical way so that information is easily retrievable according to the requirement of the farmers and administration. The copies of RoR are being issued from Tehsil Computer Center ( Apna Khata Center) on regularly basis. The manual process of preparing the new chausala was discontinued since 2003. The computer generated chausala are being used in the field. However the manual process of providing the copies of RoR in field by Patwari is in practice. The replication of data is being also maintained at district level for all the Tehsils pertaining to a district for backup.

      (b) At District Level :

      The authorized copies of RoR are also being issued from District Data Center. Operational trainings have been provided to more then 3500 revenue officials for smooth execution of the project . In addition to it, the regular refresher training programs are being organized from time to time.

      (c) LRC On web :

      First and most forward state as in LRC for hosting the entire state land records data web for public use. The details of land can be view on http://apnakhata.raj.nic.in web site. The certified copy can be obtained from the authorized centre. The Govt. of Rajasthan has authorized Kiosks holders to obtain the Land Records Copy from the Internet on payment basis as prescribed, which is valid and legal for all purposes. At present the project has been successfully launched in all 33 districts of Rajastha at tehsil level. It makes the commitment of transparent and efficient management in government. The data are available in Hindi. A common man can retrieve his/her land details by just providing the tehsils name,village,khata number. The data are being updated at state centre on regular basis.

      Impact of the project

      The prime beneficiaries under this project is all land holders whose revenue records is can be viewd on click from tehsils/cyber kisosks/Internet. The stored information is easily retrievable. A common many view records. It facilitates fast searching by just giving any of the parameter by selecting a village viz Khata number,Khasra number ,Owner name. The copies of records are highly on demand by NGOs?, PWD, Urban Improvement Trusts, Land Banks, Irrigation Department &Co-operative; Banks etc.The process of manual preparation of chausala is completely discontinued The computerized jamabandai is made available to all field officials. The information is easily accessible by different officials from any other corner of the country. Thus it can be used various planning purpose.
