  • AISES ( All India School Education Survey)
    • Census Data received from Survey Officer had been broken into district wise village data and transmitted to all the districts. The software was received from NIC HQ and was shared with all districts. Users were created for all districts in the Survey Website and districts were given necessary guidance to update the website. Accordingly, they have updated the website. School Directory Creation work was done at the NIC, District Units. They were provided necessary guidance at any point of time. After receiving the school codes from the districts files were ported to MS-Access and Flash Statistics s/w was tested with actual code files. Flash data entry started in the month of Nov?04. Coordinated with data entry agency to solve different problem related to data entry. As SSO was transferred in Feb?04 the work of scrutiny was supervised by me time to time.Schedule data entry work started in the month of May?04 only and entry of valid forms were completed in the month of November?04. There were thousands of schedules with invalid codes in the forms which were entered after correcting the codes in the forms. Validation process also started for a number of districts while data entry was going on for another set of districts. Time to time checklists were submitted for a no. of districts. Statistical Assistants for Survey at the Directorate were trained on the procedure of correcting the checklists. Survey website was regularly updated. Hundreds of tables were generated , printed and finally data is sent to NCERT for National Level Tabulation within the target date.

  • e-Panjeeyan
    • Panjeeyan project deals with the computerization of the Document registration work at Sub Registrar Office. Panjeeyan provides modules for Initial Enquiry for stamp duty evaluation, Cash Collection, Entry of Basic Data, Verification by RO, Scanning of registered Document, Digital Photo and Finger prints of 1st, 2nd Party along with Witness and modules for generating various MIS Reports and Searching of digitized documents. e-Stamping solution from Stock-holding Corporation of India has been integrated with e-Panjeeyan in a number of SROs to eliminate problems of manual stamp-paper purchase.

      Sonitpur was taken up as the pilot district under sponsorship from DIT for the Registration project and e-Panjeeyan has been rolled out in all the four SROs in that district during May-October this year. It has also been implemented in all 75 Sub-Registrar Offices in the State. The Chief Minister was kind enough to inaugurate e-Panjeeyan at Jorhat on 3-11-07 in presence of Minister (Revenue). At other places also, Minister(Revenue) and/or other high-dignitaries inaugurated e-Panjeeyan.

      e_panjeeyan has been able to effectively bring down the time taken to issue the original Sale Deed from about 10 years (in places like Guwahati) to a single day. It has won various awards like CSI-Nihilent Award 2010-11 and National e-Governance Gold Award under GPR category in 2012-13.

  • Community Information Centres (CICs) of Assam
    •  

      The Community Information Centre project was formally inaugurated on August 17, 2002. The 218 Community Information Centres (CICs) of Assam had been functional for almost seven years. The biggest achievement of the CICs was that they made ICT penetration possible in rural Northeast including rural Assam. During this period, they primarily:

      • Organized basic ICT orientation training programmes
      • Functioned as rural Internet cafes
      • Functioned as rural DTP centres
      • Developed elementary web sites

      Another aspect which remains hidden from the public eye is the invaluable services that the CICs rendered for the State and Central Governments. They assisted practically in computerization of:

      • Election processes such as voter data entry, assistance in poll party randomisation and monitoring, online data entry for results monitoring, results analysis, etc.
      • National projects such as Below Poverty Level (BPL) data entry, National Rural Employment Guarantee Act (NREGA), etc.
      • Block Development Office activities and processes

      Assam CICs were comprehensively ahead of the other states in performance when compared to the entire Northeast including Sikkim. On their own they earned a total revenue of more than rupees two crores and managed to save almost rupees one-and-a-half crores. The following statistics given as percentage of the total of the Northeast proves the point:

      • Percentage of CICs in Assam : 44.9 %
      • Revenue earned by Assam CICs : 78 %
      • Savings of Assam CICs: 78 %
      • Persons trained by Assam CICs: 64 %
      • Persons who have visited Assam CICs: 62 %

      The NIC Assam State Centre in collaboration with NIC Headquarters monitored the functioning and status of each and every CIC during the seven-year period. A web-enabled software application developed by NIC enabled CICs and equipment-maintaining vendors to update the status of equipment on a regular basis so that non-functional equipment could be instantly identified and maintenance agencies directed to rectify them. This ensured almost zero downtime for the CICs as a whole.

      NIC also acted as the technical consultant for CICs helping the practically by providing technological inputs.

      CIC Achievement

      Thanks to the CICs, a large section of the rural population is now aware of the potential of ICT. They have also been trained in the basics of accessing and utilizing ICT services and facilities. Government officials at the block administration level have also been exposed to the potentials of ICT to a great extent due to the services provided by the CICs. The CICs have performed the crucial role of orienting the people towards ICT, and preparing the ground for more sophisticated ICT initiatives in the future.

  • Vahan and Sarathi
    • The backend applications Vahan & Sarathi help in speeding the overall work flow in the transport department. It has been implemented in 26 out of 27 districts of Assam. In DTO Kamrup (which takes care of more than 50% of transactions of the State), smart-card-based Driving License and Registration Certificates are being issued.

  • Call Analysis and Tracking System
    • Tracking and analysis of Phone calls especially Mobile Phone calls of suspect’s plays an important role in investigation of crime and in tracking and detection of suspects/criminals. In order to track and contain the suspects/criminal, police department required to analyze Call Detail Report (CDR) of the suspect’s received in varied formats from the service providers. As such availability of relevant and timely information is of utmost importance in conduct of such activities by the police department. As per the requirement of the department, a computerized system, Call Analysis and Tracking System (CATs) for Assam Police, has been devised by National Informatics Centre (NIC), Assam State Centre for improving analysis and tracking process in the area of investigation and detection for quick and timely retrieval, analysis, tracking and sharing of information based on CDR. The CATs is completely developed using Open Source Stack i.e. PHP technology with MySQL as RDBMS and Apache as Application Server to maintain portability to any platform with minimum effort. The system is developed with a primary objective to help the Assam Police to track and monitor the usages of mobile phone by any criminal based on the Call Detail Report (CDR) received from the mobile service providers. CATs is a comprehensive and flexible phone call tracking system. It provides an integrated solution for mobile phone call analysis and tracking with: Conversion of Subscriber, Tower and CDR data from the excel format to CSV format for facilitating imports and export of data in a common format. Creation of Unified data directory with the details received from all the service providers in varied formats. XML based information exchange for interpretability with Google Maps. The system is very user friendly and can be operated by any user with basic knowledge of computer. Call tracking facilitate: What number has called The Tower location of a caller The time distribution of incoming/outgoing/SMS calls Main features of the system are: Creation of unified Mobile Subscriber’s directory with the details received from all the service providers in varied formats. Creation of unified mobile Tower’s directory of the service providers with the details received from all the service providers in varied formats. Importing CDRs of varied formats received from the service providers to a Common CDR format. Maintenance of suspected mobile phone numbers and IMEI numbers for further mapping during analysis. Tracking of relative position of the mobile users with the help of tower location mapping using Google map. Generation of dynamic reports based on time and date criterion. Graphical report on Call Frequencies. Other statistical reports. Comparison of any given suspect’s CDR with another CDR. CDR archiving for future uses. Benefit accrued Help the police department to Respond and to take immediate corrective action by tracking and analyzing the suspect’s mobile call in real time. Monitor the movement of the suspects by mapping the tower location. Make assessment on the movement of the suspects by analyzing the CDR with date and time. Instant identification of possible contacts of the suspect with the other potential suspects (maintained in suspect list) either on the basis of the Mobile Number or the IMEI number. There are approximately 256 lakhs subscribers and 41 thousands tower locations records available in CATs database and utilized for CDR analysis and tracking. It has been rolled out in all 27 districts in Assam.

  • Software Solutions for Assam Sachivalaya
    • 'Dak' is an online Dak Management Software for quick and efficient management of Letter?s or Daks received at various Government Offices. A G2G and G2C Online Web Based Dak Management System designed, developed and implemented for the Deputy Commissioner's office and Chief Secretary?s office.

      Online Web-based File Monitoring Software: It is an IT solution for monitoring and movement of various files in the Chief Secretary?s Office. This is successfully implemented at the office of Chief Secretary and Deputy Commissioner's Office, Dibrugarh.

      Web-based Telephone Information System: An MIS developed for General Administration Department, Govt of Assam. This application is developed to computerize all the telephone /mobile connections and bills of all the departments under Government. of Assam.

  • Geographic Information System
    • Under multi Layered GIS of Planning Commission of India, NIC Assam State Unit participated in extracting themes from LISSIII imageries for Assam, Nagaland, Meghalaya and Mizoram & PAN imageries for Arunachal Pradesh through third party. NIC has been coordinating with all agencies in updating village polygons and habitation point database for National GIS enhancement. Village polygons for 12 districts and habitation database for 17 districts have been updated. Base maps are created for a few circles with the help of Directorate of Assam Survey & Settlement, Guwahati. Have been engaged in rolling open source desktop GIS ? fGIS & QGIS in districts. PostgreSQL with postGIS extension has been integrated with QGIS . Mapserver has been configured with PostgreSQL and postGIS. NIC is actively working for creating awareness of GIS based service by holding workshops, trainings etc regularly.

  • Judiciary
    • The e-courts project is being implemented in Assam. Under the project laptops and laser printers were distributed to Judicial officers of Assam. At present site preparation for Judicial Service Centres in 59 courts of Assam are going on both in district headquarters and sub-divisional headquarters. Manpower is going to be provided in the districts under this project very soon. Websites of Gauhati High Court, Gauhati High Court Legal Services Committee, district judiciary of Kamrup, Nagaon and Goalpara were designed and hosted. High Court Case Status Enquiry, a web based online system for case details has been launched recently to help individuals, lawyers, petitioners to check their case details including the dates for scheduled action.

  • CIPA: Common Integrated Police Application
    • The Common Integrated Police Application (CIPA) is a multilingual application to automate the processes (workflow) at Police Station and to build a crime & criminal Information system based on CrPC. In Assam a number of workshops and trainings have already been organized by NIC, Assam State Centre & Assam Police. The workshops and trainings were targeted to give first hand knowledge on CIPA software to the Police officials of all levels. The roll out of CIPA has been planned in phases (viz. Phase I- 10%, and Phase II, III & IV ? 30 % each). So far, CIPA has been rolled out in 24 (twenty four) police stations in Phase I.

  • Support for P & RD sector in Assam
    • NIC, Assam State Centre has been identified as the technical consultant for e-Governance solution and Computerization of the Department of Panchayat and Rural Development. Technical support for following national level soft wares are being provided:

      NREGASoft: Data entry for NREGASoft is being done in all the districts of Assam with the technical support of NIC. NIC has conducted a number of batches of training and workshop on the software for all the 27 districts at the state capital and later on these participants conducted the trainings in their respective districts.

      PlanPLUS: State level and district level Trainings on PLANPLUS software for creating the Annual and Perspective Plans have been conducted for the 11 BRGF districts of Assam. The State co-ordinator has provided training support for other NE states like Arunachal Pradesh and Meghalaya.

      Monitoring software for the Department: All technical support for implementation of other monitoring software for the schemes like Rural Housing, IWDP, SGSY, DRDA Admin, etc. is being provided to the Department.
