NIC Pune was established in 1985-86 with the objective of undertaking computerization projects of government organizations. It was called as NIC,WR (Western Region). The centre was responsible for coordinating computerization activities in the four states of the region viz. Maharashtra, Madhya Pradesh,Gujarat and Goa. The centre was primarily engaged in the promotion of computerization at all levels in the Government of Maharashtra. There was separate centre at Mumbai to take care of Mantralaya activities.

Concept of regional NIC centres was abolished in 1998. Till then, NIC, WR and Mumbai office was looking after mainly Maharashtra State activities. On the basis of expertise at NIC, Pune it was renamed as Software Development Centre, Pune during 2004 mainly to undertake large scale software development projects for Maharashtra Government and undertake National level software product development. NIC, Mumbai was declared as NIC, Maharashtra State Centre to look after implementation of products released. SDU, Pune has spread its activities of software development beyond Maharashtra in many other states for its successful projects in Maharashtra. The projects are from Judiciary, Finance, Agriculture, Agrimet division of IMD, Corporations and Registration.

NDC, Pune was set up in 2010 for hosting and as DR, NDC,Delhi and for state government SDC’s. SDU, Pune has its own four floor building each floor with 10,000 sq.ft. area. Large number of contractual programming staff is housed under different projects. Majority of the projects are developed using open source technology.

  • Online Clinical Trial Application Management System OCTAMS for Central Drugs Standard Control Organisation CDSCO
    • Application takes care of online registration of sponsor, submission of application for clinical trail permission with all details like drug name, sponsor details, chemical/biological composition of the drug, ethical committee details, pathology lab details etc. Document upload facility to The Clinical Trials on new drugs are regulated under the provisions of Drugs and Cosmetics Rules 1945. The rules provide that no clinical trials can be initiated without the grant of permission of the licensing authority Central Drugs Standard Control Organization (CDSCO). The Clinical trials are required to be conducted as per the guidelines provided by CDSCO & generated data is to be documented. In order to ensure that clinical trials conducted in the country are strictly in accordance with the rules, CDSCO decided to create software solution for online submission of the Clinical Trials Application form submission and monitoring of further process.

      The key guiding principle behind the Online Clinical Trial Application Monitoring System (OCTAMS) application OCTAMS is To create an IT enabled solution for online submission of Application for the permission to conduct Clinical Trail.

  • e Submission portal version three point zero for National Informatics Centre SDU Pune
    • The eSubmission portal was developed and commissioned in the year 2004. After implementation of 6th pay commission, the eSubmission portal was revamped with incorporation of C/s based ACIS and 6th pay commission rules. The portal allows to prepare Tour Log, Tour Claim bills and view status. The portal allows Accounts department to process employee submissions and settle the bills.

  • MCED Maharashtra Centre for Enterpreneurship Development web portal
    • Maharashtra Centre for Entrepreneurship Development (MCED) is involved in Entrepreneurship Development activities all over Maharashtra since 1988-89. Main objective of MCED is to provide entrepreneur development trainings and assist them in identification of suitable project, getting bank loans, establishment of the enterprise, obtaining necessary permissions etc. MCED also provides help in overcoming various managerial, financial, operational problems faced during functioning of the enterprise.

      For efficient decision making, information sharing, and providing a platform for interaction amongst its trainees a web portal has been developed for various services offered by MCED. The portal contains complete details about MCED, the information about the Publications, details of the courses that will be conducted at various locations, feedbacks and queries from the participants. Entire Administration of the Training is performed online through the Portal . It facilitates all training activities from initial designing of the structure of the course, Empanelment of Faculties, Sanction, timetable, Registration of the students, Certification, to Post Course activities viz. follow up with trainees.

  • Flag State Inspection Computerised System (FSICS) for Directorate General of Shipping Mumbai
    • DGS deals with implementation of shipping policy and legislation to ensure safety of life and ships at sea, prevention of marine pollution, promotion of maritime education and training, development of coastal shipping etc. in coordination with IMO.

      Flag State Inspection (FSI) refers to the authority under which a country exercises regulatory control over the merchant ships registered under its flag. Around 800 ships are registered under Indian flag. Every ship needs at least one FSI in a year to ensure its compliance with the international maritime conventions laid by IMO.

      Ship Surveyors carryout the inspection of Indian ships and feed the data into the FSICS system. This fed data is verified by Field and National Authority. Verified data is made available to public on web immediately after its verification.

      Functionality in the system includes recording inspection data, data verification by authorities, making verified data available to public, various analytical reports and graphs for authorities for decision making, target factor for Ships.

  • Indian Ocean Computerised Information System for Indian Ocean Memorandum of Understandin IOMOU
    • Indian Ocean Memorandum of Understanding on Port State Control was signed by 17 countries of Indian Ocean region to make international water transport compliant with IMO guidelines & international maritime conventions within their region. Their ultimate aim was to identify and eliminate substandard ships from Indian Ocean Region. This system facilitates water transport officials (National Authority, Field Authority, Port State Control Officers) to monitor foreign ships plying in their region based on regular ship inspection data and take preventive measures in case of vulnerable deficiencies.

      Functionality of the system include recording data inspection, data verification by authorities, making verified data available to public, various analytical reports and graphs for authorities for decision making, target factor for Ships etc. Data exchange between APCIS, Australia and other MOUs is regular feature.

  • AGRIMET web portal for Indian Meterology Department
    • The portal mainly allows to upload District Agro Advisory Bulletins twice in a week by all Agro Meteorological Field Units (130) for its dissemination. It also allows State Agro Meteorology Centers to upload district wise weather forecast for use by AMFUs. The portal also contains State and National Agro Advisory Bulletin along with many Agro Meteorological products.
      Database and FileSystem size : 10 GB app. and 40 GB app. respectively.

      Agrimet division of IMD issues agro-met bulletin districtwise twice a week. Also state level and national level summarized agromet bulletins are issued twice in a week. Web portal is developed to store all agromet bulletin so that web portal can be used by agriculture community.

    • The project is taken up as a NICSI paid project for SBHIVS (State Bureau of Health Information & Vital Statistics, Maharashtra. The web based application allows Block level birth registration authorities to enter the Birth details online. The o/o Deputy Chief Registrar of Birth &Death, Maharashtra then uses the application to generate all annual vital statistics proformae for onward submission to registrar General of India. The application is in use by about 320 Blocks/Talukas of the state.

  • eMunicipality eGovernance packages for Urban Local Bodies
    • This package is developed for implementing e-Governance in the ULBs. The application is web enabled and can be implemented as per the requirement of the ULB. The functional areas of ULB are Online Birth and Death Registration, Online Building Permission, Property Tax Billing, Accrual Based Accounting System, Public Grievances and Complaint Monitoring, Inward Outward, Water Billing, Establishment, Payroll, PF and Pension System.

      Brief Description:
      1) Birth & Death Registration.
      Hospitals directly enter the birth & death event with authentic login credentials. Takes care all functionalities from registration to certificate generations. SMS alter is send at the time of registration.
      2) Double Entry Accounting System.
      Double entry accounting as per National municipal Accounting Manual . Daily cash book, ledgers can be generated.
      3) Building Permission System.
      The web based application is designed for building permission approvals within the urban local bodies. The total workflow is made paperless. The application also has facility for online approval of No Objection Certificates by the various agencies outside the urban local body.
      4) Property Tax Billing
      The web based application is implemented for various activities carried out for property tax billing activity in a ULB such as preparing demand, bills, payment of property tax etc.
      5) establishment & payroll.
      The application is an integrated web based application for implementing various establishment, payroll, GPF, pension activities in a ULB.

  • Employee Information System for Government of Meghalaya MeghEIS Sevaarth
    • Megh EIS is a centralised and web based system for Personnel Information, Payroll and Service book. The system captures all details of an employee, from his entry in Government service right up to his superannuation. All information related to Joining details, posting details, GPF, Govt. accommodation, Loan and Leave details and other events like Transfers, Deputations, Promotions, Increments, Officiating on higher pay etc. are also recorded in the System. The System caters to all types of employees like Regular, Contract, Elected Representatives, Employees on Deputation and Deployment etc. The pay bill module is totally rule based and once pay bill is generated by a DDO, subsequently only the changes if any are to be recorded. The salary calculation is automatic and requires no additional effort.

      The reports module provides all sorts of statistical reports to assist in taking timely administrative decisions at all levels. The system will also automatically update the Service book for every employee. The Employee Corner allows individual employee to login and view his own details and also updates data like present accommodation, Aadhaar card details, upload photo and other documents. Facility of sms has been provided to DDOs for all important events like pay bill generation, EFT/NEFT generation. EIS (Sevaarth) is a centralized web based, integrated system of Personnel Information, Payroll and Servicebook developed by NIC, Pune for Govt. of Maharashtra. It is an important component of IFMS (Integrated Finance Management System) with facility for data exchange with other modules of IFMS, namely Treasury NET and BEAMS (Budget Estimation, Authorization & Monitoring System). By defining appropriate pay rules in the Reference files, paybill can be generated for any State, any Pay Commission, without any change in the source code. Sevaarth uses open source technology (PHP as front end language) and can be configured for any back end database.

      After customization, same software has been implemented for State Govt. of Meghalaya, Manipur and Chandigarh.

  • eMutation for Revenue Department
    • Mutation refers to a procedure or process in land revenue administration system which results in changes in records for land holdings arising due to various transactions such as inheritance contracts of sale and mortgage court decree registration gift etc.
      The eMutation is about the Updation of Land Records through various types of Transactions on Land Parcels called as Mutation. These mutations are recorded as Registered Documents or Non-Registered Documents. The mutations for Registered Documents are first done at Sub Registrar Office (SRO). The mutations for Non Registered Documents are entered by Village Patwari / Talathi. In both the cases, Circle Officer / Revenue Inspector Certifies / approves these mutations and the transaction is Certified or Rejected.

      The eMutation application has been rolled out on Aug 1 2014. Currently 22 Tahsils have become online for using eMutation and 200 plus Tahsils out of 358 are taking the Trial Run. It is planned to cover entire Maharashtra State by 1st April,2015. The BSNL VPN Boroadband Network is in place for accessing the State Data Centre Resources. The Village level Network of Data Cards using VPN is under progress.
      The eMutation consists of about 30 different types of mutations. The Revenue Department and Registration departments exchange information and data during Document Registration. All the 358 tahsils are connected to State Data Centre using BSNL Broadband VPN Network. Village Patwaris and Revenue Inspectors are provided with Laptops and Data Cards for Village Level access to eMutation. There are about 44000 villages having 12000 Patwaris and 2000 Revenue Inspectors. Mutations are certified by using Digital Signature. Role based access is provided for each user.
