Ease of Doing Business in the Labour Department, West Bengal bagged the CSI Nihilent Award of Appreciation for the best e-Governance Project during the- CSI Nihilent e-Governance Awards- 2017 on 20th January, 2018 at Kolkata.

All the processes and relevant documents were made available in the public domain for information of all concerned. The establishments can now gather all the relevant information from the portals of the Labour Department and its Directorates. Massive procedural reforms and process re-engineering were made with respect to the inspections carried out under various Labour Laws, without compromising the safety and security of workers. Mechanism was devised by each of the participating Directorate to assess risk involved in each establishment based on a number of parameters, like number of workers, nature of business etc. Each establishment / shop / factory registered with the Labour Department is classified into three categories – HIGH, MEDIUM and LOW risk establishment on the basis of risk profile. Entire exercise in being carried out through a computerised online module. On the basis of risk profile of the establishments, the frequency of inspection is finalised. Thereafter, the inspectors are randomised and establishments allotted by means of a customised online module. The allocation is done in a manner so as to ensure that no inspector visits the same establishment twice consecutively over a specified period of time. Under the Labour Commissionerate, submission of inspection reports is done on real-time basis by means of handheld devices connected to the internet. A special provision has been for verification of approved certificates in the public domain by third parties. Anyone can now check the validity of approved certificates by furnishing a few mandatory parameters. The applicants do not need to maintain hard copies of certificates and inspection reports any more. All these vital documents are now available on the Cloud and can be downloaded on demand. The digital footprint of the Labour Department has considerably improved with the launch of these Government–to–Business e-solutions.

Development of an application was done through which the violations of labour laws and rules detected can be captured on the spot and can be uploaded in to the system. For the purpose the inspecting officers were provided with a hand held device (tablet). There after the violations detected were locked in the system until the inspector unlocks it only after compliance of the violations . All the violations those remain uncomplied can be printed in an auto-filled show-cause notice. There after the whole process can be forwarded to the higher authority for approval for lodging court cases or let off as the case may be. The final papers for lodging court cases can also be get printed through the system. In this way report generation on inspection are made automated. For the purpose a special mobile-app has also been developed compatible with smart phones/tablets. There is further vision of integration with other authorities like trade licence, courts etc. if required

Online Social Security Pension System is an e-Governance initiative of Rajasthan Government for effective and timely disbursement of Social Security Pension. It is a web based solution to facilitate and maintain Pensioner information, verification of pensioners, Sanctioning of pension and Disbursement of pension Payments. Online Social Security Pension System (RajSSP)has been conferred with the CSI Nihilent e-Governance Awards 2017. The CSI Nihilent eGovernance Awards ceremony was held on Saturday, 20th January 2018 at Science City, J.B.S Haldane Avenue, Kolkata.

National Informatics Centre, Punjab has been awarded the SKOCH Order-of-Merit Award 2017 for Automation of Economic and Statistical Organization (ESO) Punjab and setting up of ICT Infrastructure, LAN and IP Telephony in all 22 District Offices and State Headquarters Office of ESO PUNJAB in Chandigarh.

Deputy Commissioner office, Fatehgarh Sahib, Punjab has been awarded the SKOCH Order-of-Merit Award 2017 for implementation of eOffice Project in District Fatehgarh Sahib.On the directions of Department of Governance Reforms (DGR), Punjab, eOffice suite was launched in District Fatehgarh Sahib in May 2016 with the active support of NIC, Punjab, State Unit, Chandigarh & DGR Punjab. First of all a modern training lab and a central registry unit was set up and comprehensive training was imparted to all the employees of DC office.

Deputy Commissioner Office, Barnala, Punjab has been awarded with the prestigious SKOCH SILVER AWARD 2017 and SKOCH Order-of-Merit Award 2017 under Smart Governance Category for implementation of eOffice in Deputy Commissioner Office, Barnala. . Implementation of eOffice in DC Office Barnala was started in 2016 and all the branches where eOffice was implemented andwere made paperless in one go. As per the directions of State Government not only the 4 pilot branches were included but 10 non-pilot branches were also made live. Every employee of DC Office was trained by NIC Barnala and District Barnala now leads in creating the maximum number of e-Files in Punjab as compared to other districts.

Department of Governance Reforms (DGR) Punjab has been awarded the SKOCH Order-of-Merit Award 2017 for implementation of eOffice in DGRPunjab. Implementation of eOffice in DGR was started in May, 2017 and eOffice was made LIVE within 3 weeks in DGR. Comprehensivetraining was imparted to master trainers of DGR and 20 sessions of training was organized for the whole staff of DGR, Punjab. DGR office has migrated almost all the physical files into eFile and now routine work is being carried out through electronic file only. Almost 173167 pages have been scanned and 450+ legacy files have been migrated to eFile.
