National Informatics Centre (NIC), DeitY, Govt. of India is providing various e-Governance Services through its State Centre at Patna and District Centres spread in all 38 districts in Bihar. NIC is continually engaged to automate and accelerate e-Governance processes in Bihar by working in close interaction with state govt. departments and districts.

2. Key Project Implementations in brief: -

I-BHUGOAL - It is a Geomantic Oriented Application Model for Bihar infrastructure mapping using GIS. It is meant to visualize MIS data spatially through thematic maps. A GIS / GPS / Remote Sensing based project for Bihar Infrastructure Mapping of educational facilities has been initiated to cover through a project GPS based data collection for GIS enabled school mapping for approx 75000 schools, 80000 Anganwadi Kendra, ITIs, Polytechnics, Engineering Colleges, Colleges and Universities of Bihar.

PHEDMIS - It is an integrated portal for supporting MIS and Android Apps developed for monitoring the progress of various ongoing schemes/projects of the department. This system enables role based online submission of monthly reports from the circles and divisions. The ground truthing of reports of the ongoing schemes / projects is verified through field visits and upload of latitude / longitude co-ordinates and geo-tagged photographs through Android Apps.

Transport MMP - We have been working for transport department computerization since last two decades. In order to facilitate e-Services, software namely VAHAN and SARATHI have been implemented in all 38 districts of Bihar. These applications have been developed to provide e-Services like issue of Smart-Card based Registration Certificate of Vehicles, Smart-Card based Driving License, Dealer-point-Registration, Computerized Tax Token, National Permit Authorization (NPA) etc.

ELECON - ICT Interventions in Election Management for Randomization, Force Deployment, e-Counting, GIS Mapping of Booths etc. were implemented during recently held Assembly Election 2015.

Land Records - Data of eighteen (18) districts have been captured through Bhu-Abhilekh software and published on The computerization of Land Records in Bihar has an estimated number of 2.5 Crores land holders spread across 19,949 revenue villages in 534 circles in 38 districts. As of now Land Records in 147 circles in the State are ready for G2C services. Bhu-Sarvekshan software helps in capturing and generation of different schedule report of survey. It record details from Khesrapanji (form-6), first official document during survey process and generates Khanapuri parcha (form-7) means for individual land holder, draft publication of Khatiyan (form -12) and final publication of Khatiyan (form-20).

NLRMP - A number of efforts has been undertaken under NLRMP that includes capacity building programme on NLRMP for Assistant Settlement Officer, Kanoongo and Amins to make them master trainers focused on different activities carried out under NLRMP program. Survey process in Bihar has already been started using Hybrid Survey methodology using Aerial Photography and Ground Truthing with TS / DGPS as suggested in NLRMP guidelines. Aerial flying of 26 out of 38 district of Bihar has been completed and map production of village has been started which will be used by survey team for capturing owner’s detail and plot details.

E-Prisons - Prison Management System (PMS) captures the data pertaining to prisoners in a prison. Visitor Management System captures visitor’s records. Stock Management System, Hospital & Wages management System, Gate Management System, Arms & Ammunitions Management System have been developed for better utilization of the data captured by PMS. Fingerprint biometrics and speech recording of prisoners has been implemented for the purpose of recognition and investigation. Alert to the concerned Jail and police officials via SMS on the release of a prisoner from the prison. Captured data from Prisons ERP is used by smart card and information kiosk for the ease of prisoners. The project is running at Adarsh Jail, Beur and is being implemented in 55 prisons across Bihar. Recently, Inspectorate of Prisons & Correctional Services, Home Department, Govt. of Bihar has customized e-Prisons as an Integrated centralized application for close and easy monitoring of the prison network across the State of the Bihar by implementing solution to automate Prisoner Management, Visitor Management system and various other modules.

E-PDS MMP - Under E-PDS MMP, a National e-Governance Programme, Bihar is the first state who generated Ration Card after implementation of National Food Security Act. 1.45 Crore Ration Cards of 8.57 crore beneficiaries were generated with the help of SECC data and distributed to citizen in record time. In Ration Card, senior most female is the head of family. Now, 1.50 crore Ration Cards which is prepared with SECC data are migrated into e-PDS format and submitted to upload on PDS Portal of India. Apart from that 1.56 crore legacy data of Ration Cards have been uploaded to National Data Centre. Database of Depots, Kerosene Wholesaler, PDS shops of entire State has also been completed.

IVFRT MMP - The purpose of Immigration, Visa, Foreigners Registration Tracking System is to develop a secure and integrated service delivery framework and to facilitate legitimate travellers while strengthening security. Application software is for Foreigners Registration in FRO / SP Offices, Foreigners information is captured at Accommodator site, Foreigners Student Information are capture at Educational Institutes and Immigration work at ICPs.

E-Panchayat MMP - e-Panchayat Enterprise Suit (PES) has been launch on August 2013 in Bihar for 3-tier of Panchayati Raj Institutions (PRIs), viz, Zila Parishads, Panchayat Samitis and Gram Panchayats. Geographical coverage / Demographic coverage spread in all the 38 Districts, 531 Panchayat Samitis and 8398 Gram Panchayats of Bihar. Plans of 96% PRIs are in Public Domain using PlanPlus application. Action Soft has been implemented for proper monitoring and keeping record of the progress of the works being undertaken as part of the finally approved plans (Action Plan). Accounts of 93.17% (7896 out of 8406) Gram Panchayats, 92.88% (496 out of 534) Panchayat Samitis and 92.10% (35 out of 38) Zila Parishads have completed Year Book Closing for FY2013-14 through PRIAsoft. Local Government Directory achieved 99.5% correction level. 77% PRIs have completed their Area Profile. Each Panchayat is provided with its own portal (website) to upload information and notices through National Panchayat Portal (NPP). Bihar has achieved 3rd prestigious position in National e-Panchayat Puraskaar 2014 of Govt. of India.

NREGASOFT - NREGASOFT has been implemented in 534 blocks of 38 districts in Bihar for Rural Development Department. This covers various processes of MGNREGA such as issue of Job cards, Scheme details, Muster Roll, Fund Transfers, Bills and other expenditure. AWAASoft for delivery of IAY houses has been implemented across the state. SAMVIDA, online Recruitment Portal for Contractual and Volunteer Services has been implemented by the departments.

Chanakya - e-University popularly known as Chanakya is for automation of university business processes related to Registration and Examination module. It has been deployed in NIT, Patna and MMHAPU to cater to the need of enrolment, pre & post examination activities of institutions and university. The software implementation has been initiated to be implemented in Aryabhatta Knowledge University (AKU).

National Database of Arms License (NDAL) - The purpose is for creation of National Database creation of Arms License by Arms License Issuing Authority using NDAL Application Software to provide Unique ID to each License Holder.

E-Gazette - E-Gazette ( is an online application for viewing, printing and downloading of published Gazettes of Govt. of Bihar.

Mukhyamantri Kshetriya Vikas Yojana (MKVY) - It is implemented in Planning & Development Department for MLA Local Area Development Schemes.

National Animal Disease Reporting System (NADRS) - This project is being implemented by NIC for the department of Animal Husbandry, Dairying and Fisheries. 574 locations in Bihar have been identified to access the information from blocks. Disease reporting is being done from 510 locations to provide instant alerts to all concerned about Animal Disease Outbreaks, Remedial measures etc.

Online Question Reply Management System for State Legislative Assembly - It has been implemented in Bihar Vidhan Sabha. It is a comprehensive online web-application system implemented for Question Reply Management for Bihar Legislative Assembly. The software provides facilities for online as well as offline submission of questions by MLAs, processing of Questions by Vidhan Sabha officials, reply by departments and forwarding them to their field offices.

Web Casting of Sessions of Bihar Legislative Assembly - Live Web casting facilities has been setup at Bihar Legislative Assembly to Web-cast the proceedings of Bihar Vidhan Sabha. This facilitates live video of entire session and even achieve and proceedings are preserved for viewing.

E-Counselling by BCECEB - e-Counselling, i.e., online registration of students and thereafter allotment of seats has been successfully done for BCECEB-2014 for UG (Engineering, Medical & Agriculture) and PG (PGMAT-2014) courses.

Jeevan Pramaan - Jeevan Pramaan is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government or any other Government organization can take benefit of this facility. First camp of Jeevan Pramaan at Danapur Cantt generated 367 numbers of Digital Life Certificates.

Court Informatics - It has been implemented at Patna High Court, the leading High courts in India to Computerize Cause List Management System. Daily Cause lists are published on Judgment and Order Retrieval System are accessed through Case No., Party Name etc. Reception cum Information Counter (RIC) disseminates information to advocates, litigants and others citizens. Advocate-on-Record Information System contains database of all registered advocates.

Case Information System – It is in Divisional Commissioner, Patna Court and BHRC, Board of Revenue and DCLR Courts. The software is integrated with SMS facility. Recently, “Mobile App for Commissioner Court Case Information System” was also launched.

Online Farm Mechanization Application System (OFMAS) - It has been implemented for Agriculture Department. This is an online system for filling application for availing subsidy on farm equipments by farmer, dealer registration, scrutiny and verification of farmer application, confirmation of dealer registration, application status for all stakeholders, uploading of Physical inspection combined with photographs of farmer, department officials and implement, physical target distribution from State to Panchayat level and uploading of implement delivery information.

Online Application for Govt Quarter Allotment - It has been implemented in Building Construction Department, Govt. of Bihar.

Forest Management Information System - Forest Department is using this application for administering and monitoring e-Asset, e-Nursery and e-Plantation.

Districts Informatics – It has been effectively utilized with the help of NIC District Centres who supports District Administration in Decision Support Requirement, Computerization and Automation to promote computer awareness amongst district officers / officials by organizing Training Programs, Workshops etc and in implementing the e-Governance projects of Central Govt., State Govt. and District Administration.

3. Awards & Recognitions: -

(i) The joint effort of NIC Bihar and State Govt. has resulted to won "Award of Excellence" in CSI Nihilent e-Governance Awards 2014-15 for Mobile e-Governance Project "Mobile based Digital State Asset Register". The Project is a joint initiative of Information Technology Department, Govt. of Bihar and National Informatics Centre, Bihar. The project allows capturing geo-tagged time stamped photographs along with physical and financial progress details from work-site. The m-Governance framework of Government of Bihar aims to utilize the massive reach of mobile phones and harness the potential of mobile applications to enable easy and round-the-clock access to public services, especially in the rural area.

(ii) Samvida Project received Gold Award in Special Sector Category - "Skill Development and employability" in 18th National Award for e-Governance held during 30-31 January 2015. Online recruitment portal for contractual & volunteer service across various departments is popularly known as Samvida.

(iii) Force Deployment Software received Silver Award in "Innovative use of Technology in e-Governance" in 18th National Award for e-Governance held during 30-31 January 2015.

(iv) DeitY Award (Certificate of Appreciation) awarded to Saran District (1st Rank), Gopalganj District (2nd Rank) and Purnea District (3rd rank) for their outstanding performance during Digital India Week Celebrations (01-07 July 2015).

(v) Saran (Chapra) District has been recognized for one of the best District Collector Digital Champion Award (Manthan Awards 2015).

(vi) State e-Governance Excellence Award at e-Bihar Summit (19-20 February 2015): -
