NIC Bihar State Centre has been providing e-Governance support to Govt. of Bihar to help deliver better governance to common man. All this has been achieved by supporting design, development and deployment of e-Governance applications leading to transparency and efficiency in the Government.

Under NICNET all 38 districts have been upgraded to 34 Mbps and 16 Districts are strengthened with additional 34 Mbps Railtel connectivity. One District is strengthened with additional 34 Mbps PGCIL connectivity. One additional connectivity of 4Mbps has been extended to Hon’ble Patna High Court. All Bhawans viz. Raj Bhawan, High Court, Main Secretariate, New Secretariate & Nirman Bhawan have been brought on WIMAX connectivity

Under NKN 35 numbers of Institutions (21 under NKN & 14 under NMEICT) have been selected as NKN Edge link. Out of 35 edge links total 22 Edge link (13 NKN & 9 NMEICT) have been commissioned and working. Video-Conferencing services over NICNET in Bihar is successfully utilizing QoS for review, monitoring and capacity building programmes of the government in Bihar.

E-Mail service of NIC has been widely used by government officials in the state. Websites of various departments and organizations hosted at http://bihar.gov.in are helping the public at large in getting information and services.

Over and above, a number of ICT led projects has been initiated and implemented under the technical guidance and support of NIC Team in Bihar are i-BHUGOAL (GIS Framework), VAHAN & SARATHI (Transport), e-PDS, MCTS, e-Registration (Property Registration), Chanakya (University Computerization), e-Procurement (PMGSY Tenders), MUDRA (Municipal Tax), e-Gazette (Gazette Publication), ELECON (Election), Bhu-Abhilekh (Lands Records), Courts Computerization, e-Panchayat (PlanPlus Software, PRIAsoft), NADRS, Jeevika Online SHG MIS, MIS for Mukhya Mantri Kshetra Vikash Yojana, Mobile based project monitoring system for construction sites of building and construction department etc. are being utilized by the departments.

Training programme is organized for e-Governance projects implementation including capacity building for strengthening of the e-Governance initiatives of the government.

  • Chanakya
    • Chanakya is a Workflow based solution for automation of university business process related to Pre Registration and Post Examination module. Registration Module includes Registration Form Data Entry, Registration Form Verification in workflow, Registration Number Allotment and Generation of Registration Cards and Index Registers. The Examination Module includes Examination Form Processing and Issuance of Examination Admit Card, Examination Form Entry, Examination Form Verification Roll Number Allotment, Generation and Printing of Admit Card including Examination Schedule, Generation of Attendance Sheet and Report for Examination Centres, Interface for filling Absent/Expelled Information Sheets, Marks Processing and Tabulation Register preparation, Interface for Marks-foil Entry, Verification Interface for Tabulator, Tabulation Register Printing facility, Mark-sheet Printing facility and Certificate printing facility etc.

  • e-PDS
    • Public Distribution System (PDS) means the system for distribution of essential commodities to the ration card holders through the fair price shops, such as rice, wheat, levy sugar, edible oils, kerosene and such other commodities as are notified by the Central Government under Clause (a) of Section 2 of the Act. The Department of Food & Consumer Protection, Govt. of Bihar, manage the PDS in all the districts and sub divisional offices of the state for regulating supply and distribution of essential commodities as notified by the Central Govt. with a view to maintain regular supplies of food grains to the targeted beneficiaries under Targeted Public Distribution System (TPDS). The Government Agency i.e. State Food Corporation (SFC) is responsible to undertake the transportation/ lifting of allocated stocks from Food Corporation of India (FCI) and storage at their own godowns. The Fair Price Shop Dealers (FPS), appointed by Sub-Divisional Officer (SDO), lifts the allocated stocks from FCI godowns on their own and form the core of the PDS system that are entrusted with the responsibility of distributing the essential commodities to the consumers attached to the respective fair price depots. Maintaining a close watch on the allotment, off-take and lifting of commodities by the dealers in the State to provide valuable information to the department and facilitate in taking the appropriate timely decisions is one of the major cumbersome task of the department. By automating the area, timely decisions can result in the smooth monitoring of the public distribution system. Technologies like web based system and portals are provided as service delivery to citizens (G2C). Computerization of PDS operations involves standardization and streamlining of PDS activities at the State level which is responsible for defining and developing new set of standards for PDS operations. Accomplishing the above mentioned PDS activities by using Information and Communication Technologies (ICT) will yield the desired information in time and will benefit the citizens of the State and in turn bring transparency to the entire system. This also plugs the leakages in the PDS and provides a better and effective controlling mechanism. For achieving end to end computerization of TPDS the department of Food & Public Distribution has identified 4 key components which are required to be implemented as below: 1. Creation and management of digitized beneficiary database 2. Supply Chain Management of TPDS commodities from FCI till Fair Price Shops 3. Sale of TPDS commodities at FPS including identification and authentication of beneficiaries and recording the transactions. 4. Transparency and grievance redressal mechanism. The above computerization of PDS would be implemented in two phases as follows. 1st Phase The Component-1 shall include implementation of modules for identification/ codification of each stakeholder/agency location, sub-module for release and movement of grain from FCI to state godown and than from state godown to FPS by any state agency performing these operation, stock position, module for preparation of allocation order commodity wise from centre to state, state to FPS with consolidations for respective district and block, digitization of ration card and on-line ration card management module, SMS and Grievance redressal modules.

  • e-Registration
    • Under e-Registration project of Registration department, recently a Data Centre has been established by the department to centralize database of deed around 1.2 crore records captured using SCORE and scanning & indexing of deed data prior to SCORE from year 1996 onwards. Registry offices have been connected through VPN for daily transmission of records registered each day. A web based query system enables to access any information for any transaction related to Property Registration. The project has been collaborated with industry by department.NIC role is limited to Technical Guidance only.

  • Land Records Computerization (Bhu-Abhilekh)
    • The computerization of Land Records in Bihar has an estimated number of 2.5 crores land holders spread across 19,949 revenue villages in 534 circles under 38 districts. Bhu-Abhilekh is a windows based Unicode complaint application software with National Language interface for maintaining land records information, issuing computerized RoR and work flow based mutation of land. Search facility has been introduced.

  • Computerization of Hon’ble High Court and E-Courts
    • The eCourts Integrated Mission Mode Project (MMP) is one of the national eGovernance projects being implemented in High Courts and district/subordinate Courts of the Country. The project has been conceptualized on the basis of the “National Policy and Action Plan for Implementation of Information and Communication Technology in the Indian Judiciary-2005” by the eCommittee of the Supreme Court of India. The MMP aims to develop, deliver, install, and implement automated decision-making and decision-support systems in High Courts & district and subordinate courts across the Nation. Patna High Court is one of the leading High courts in India to Computerize Cause List Management System. LAN with FO backbone has been established that spreads around 700 nodes. Case Information System consisting of integration of modules from token filing, Scrutinisation, Case Categorization, Case number allocation, Fresh Case detail entry, Bench Sitting Preparation, Case Allocation, Cause list Report generation, Case Proceeding, Case Status, Statistical Reporting module etc are the key highlights.     • ELECON (Election Confidential) is implemented for Parliamentary/Assembly/Panchayat/Municipality Elections. This software provides facilities for randomization and deployment of polling personnel. Software has been modified keeping in view of the new requirements and guidelines available from CEO Office and ECI, New Delhi. Map for planning has also been provided and the effort has been well appreciated by Election authorities.

    • E-Gazette (http://egazette.bih.nic.in) is a Web based application in work-flow to render services to departments /employees of Bihar Government as well citizen of Bihar. The E-Gazette application starts from receiving of the notifications from different departments and to publish the Gazettes. The system facilitates for online advanced searching, viewing, downloading and printing of Gazettes.
