NIC-Department of Fertilizers (DOF) Receives Digital India Award 2020
Implementation of Direct Benefit Transfer (DBT) in fertilizer has been under discussion almost for the last 20 years. However, due to complexities involved in its implementation, not much could be achieved, primarily because fertilizer subsidy management is one of the most complex. This poses considerable challenge in designing an IT based system for trouble free implementation of DBT in fertilizer. Subsidized fertilizers are sold under No denial policy. This means neither beneficiary, nor their entitlements are categorically defined. Nevertheless, by following persistent and innovative approaches, an IT based DBT system was designed, developed and implemented successfully in March 2018 overcoming all the challenges. PAN India rollout of Direct Benefit Transfer (DBT) was finally achieved. The system has been performing exceptionally well since then and the subsidy bill of 2018-19, 2019-20 was fully disbursed through the system.

Digital India Gold Icon Award for COVID19 Sample Collection Management System
The COVID19 Sample Collection Management System awarded Digital India Gold Icon Award 2020 under Innovation in Pandemic category. The Award was presented by Honourable President of India, Shri Ram Nath Kovind on 30th December 2020 at Rashtrpati Bhawan in New Delhi through ceremony held in online mode. Honourable Union Minister for Electronics & Information Technology and Law & Justice, Shri Ravi Shankar Prasad also graced the ceremony in virtual online mode. Shri Ajay Singh Chahal, Deputy Director General and State Informatics Officer, Himachal Pradesh received the award through virtual online mode at Vigyan Bhawan, New Delhi along with Ms. Rachna Srivastava, Deputy Director General and Shri Sandeep Sood, Scientist F and Shri Sanjay Kumar, Scientist F along with 2 officers of Indian Council of Medical Research (ICMR). SKOCH Order-of-Merit to e-AWAS – Chhattisgarh Housing Board
e-AWAS is a web-based Software Application developed for automating the work flow of the Chhattisgarh Housing Board and making the information readily available online towards achieving complete e-Governance. The objective is to create more transparency between the Government and the citizens. The implementation of e-AWAS has resulted in increased credibility, enhanced citizen satisfaction, paperless work, increased efficiency and reduced litigation. Automation also helps the board in marketing and advertisement of various commercial and residential properties of Housing Board on a larger scale owing to the interest shown by the beneficiaries across the globe for the new projects launched.

The award was given on 16th March 2021 at online virtual ceremony and received by NIC Himachal Pradesh team. The COVID-19 Sample Collection Management System has been designed and developed by NIC Himachal Pradesh team and consists of web portal https://covid19cc.nic.in and RT-PCR and RATI mobile apps for collecting and managing Covid-19 tests all over India in 31 States/UTs.

The online pension management system ‘Aabhaar Aapki Services Ka’, started by the Finance Department of Chhattisgarh Government for speedy redressal of pension cases of the state’s pensioners, has been awarded the Elets Innovations Award at the national level. The award has been presented by Alets Technomedia Pvt Ltd in the category of ‘e-Governance Initiative for Government Service Delivery’. In a virtual ceremony held in New Delhi on 16Sep2021 , Mr. D. Ravi Gupta, Founder, CEO and Editor-in-Chief of Alets Technomedia Pvt Ltd, presented the award to Mr. Neelkanth Tikam (IAS), Director of Funds, Accounts and Pensions Chhattisgarh, Raipur through virtual medium.

eGovernance Initiative for Government Service Delivery to ‘e Awas – Chhattisgarh Housing Board computerisation’
e-AWAS is a web-based Software application developed for automating the work flow of the Chhattisgarh Housing Board and making the information readily available online as a part of e-Governance. Major features of e-AWAS are Estate Management and Accounts Management. Estate Management module facilitates sale,management of properties and record keeping. The major features are registration of Beneficiaries, allotment of houses of various categories through online lottery, instalment schedule preparation, fixation of payment, final allotment to investor and online payment ledger. Accounting module facilitates records and processes accounting transactions within functional modules such as accounts payable, accounts receivable, monthly accounts and trial balance. It functions as an accounting information system.

Innovative Assessment Tools – NICler and TelePractice, developed by NIC Chhattisgarh
NICler to capture MCQ answers and TelePractice for oral assessment have changed the way the formative assessment is done. They automatically capture lakhs of students’ answers to different questions which can be used for data analytics for adaptive learning. Oral assessment is an essential part of any academic activity including school education. Conducting oral practice has been one to one and hence time consuming. This project provides a technical solution to conduct oral quiz simultaneously for multiple students using TELEGRAM as front end and Python for backend processing.

eMARG (electronic Maintenance of Rural Roads under PMGSY) https://emarg.gov.in developed by NIC MP bagged 19thCSI SIG eGovernance Award 2021 under category Central Government Project. Award was presented on 23rd April 2022 at Prayagraj, UP. Under Pradhan Mantri Gram SadakYojna (PMGSY), 6.81 Lakh Km Rural Road has been constructed since inception of the scheme. PMGSY has an in-built provision for 5 year Defect Liability Period & under Post DLP maintenance. National Rural Infrastructure Development Agency (NRIDA), Ministry of Rural Development (MoRD), Govt. of India nodal agency for PMGSY have been continuously stressing importance of maintenance and reviewing the status with states. In order to address issues related to maintenance and to stream line, MoRD entrusted National Informatics Centre (NIC MP) for customization and rollout of eMARG which is piloted in Madhya Pradesh.

CSI Award of Excellence for Covid19 Sample Collection Management System (RT-PCR)
The RT-PCR mobile app and associated Covid19 Sample Collection Management System, developed by NIC Himachal Pradesh for ICMR, Government of India has been awarded the Award of Excellence by CSI SIG eGovernance Awards 2021 under Project Category. The Award has been presented by Hon’ble Mr. Justice Ajit Singh, High Court of Judicature at Allahabad and Prof. R.S. Verma, Director, MNNIT, Allahabad to MoHFW, GoI and NIC on 23rd April 2022 at Prayagraj, Uttar Pradesh. The initiative comprises of two new Mobile Apps and one associated New Website for whitelisting of Mobile Application Users (Sample collectors/ Phlebotomists), designed and developed in the beginning of Covid19 pandemic in India in April 2020. This initiative was quickly rolled out in the entire country. The Covid19cc web portal is used for whitelisting of users of Apps/Portal and provides detailed analytics for District/ State/ National level Administrative/ Health officials.

D A R P A N (Dashboard for Analytical Review of Projects Across Nation) is a configurable multilingual product of NIC. It facilitates the presentation of real-time data on Key Performance Indicators (KPIs) of selected government schemes/projects to all the levels (State, Division, District) of officers for planning, evaluation, and monitoring. DARPAN provides seamless, authentication and integration with user repository through secure APIs for automatic update of data on predefined frequency. UP-DARPAN Dashboard for Honble CM helps in analytical review of projects/schemes through department ranking, district ranking, Timeline Series, Statistical Graphical reports.

The NGO can apply online with the details of Organization Name, Firm & Society Registration No & Date, Number of regular members of the organization, Current activities conducted in the organization, Annual income and expenditure of the institution, Address/ Contact Information and Upload all required documents. The application is then verified by the district and state officials and grant is approved online by the honorable Minister.

Odisha Assembly is the first state to roll out three legislative businesses as well as LoB etc on NeVA portal. Digitisation of records of the Assembly since 1937 has also been taken up. Disaster Assistance Monitoring and Payment System (DAMPS) of Odisha
NIC Odisha received Award of Appreciation for Disaster Assistance Monitoring and Payment System (DAMPS) of Odisha. DAMPS facilitates payment of ex-gratia to next of kin of persons losing their lives due to disasters in the shortest possible time. This paperless digital platform linking field level revenue officials at the lowest level to the Government could provide the disaster Assistance to the entitled citizens without any hassles. The platform integrates Crime and Criminal Tracking Networking System (CCTNS) police and IFMS of Finance Department to transfer the assistance directly to bank account of beneficiary on DBT mode.

CSI SIG eGovernance Award of Excellence for Works MIS. The Application facilitates the field offices of the Jal Shakti Department, in the execution of works, in a work flow manner. The citizens can apply online for new water connections, online processing/ approval by the Department, issuance of water bills, online payments of Water bills etc. HP Water Bills mobile app provides this facility.

The HPRERA Management Information System is unique software of its kind that provides ease of accessibility and simplicity in usage to the Promotors, Agents, Home buyers and Citizens from even the remote part of the Country. The primary objective of RERA is to bring transparency, timely delivery of Real Estate Projects and generate faith and confidence in Real Estate Buyers. It has interface for grievance resolution, online payments and resolution of disputes.
HP Large Dams Safety Analysis MIS
CSI SIG eGovernance Award of Recognition for HP Large Dams Safety Analysis MIS. The software enables monitoring of the 23 large dam sites under Directorate of energy, GoHP, to enter the daily parameters thrice every day at 9:00AM, 2:00PM and 7:00PM. The safety related parameters are also captured periodically, in online manner. The higher authorities can monitor these parameters with the help of data analytics to take timely actions, in case there is any disparity in these parameters, so that disasters can be avoided.
HP Agriculture Produce Procurement Portal
CSI SIG eGovernance Award of Recognition for HP Agriculture Produce Procurement Portal (HPAPPP). HP Agriculture Produce Procurement Portal, enables the farmers of Himachal Pradesh to sell their produce as per MSP. The system facilitates farmers’ registration for procurement of agriculture produce online and make payment in their bank accounts. It is integrated with Land Records system of State.
GeoReach project bagged Award of Excellence
eoReach (Geomatics based Rural Roads Enterprise Application for Connecting Habitations) https://gismp.nic.in/georeach is an enterprise e-Governance end to end solution based on open source cutting edge technologies to facilitate construction of roads was offered by NIC, M.P. Since 2017, approx Rs. 3020 crores of payment has been disbursed to Contractors through PFMS. In M.P., construction of around 12,000 KM of rural roads under MP Rural Connectivity Project (MPRCP) scheme of GoMP is being funded by World Bank and Asian Infrastructure Investment Bank (AIIB).
